The Michigan Civil Money Penalty (CMP) Reinvestment Program – 2027 is administered by the Michigan Department of Health and Human Services (MDHHS), specifically through the Bureau of Medicaid Long-Term Care Services and Support. This grant program utilizes funds collected from nursing facilities that fail to meet federal health and safety standards, as assessed by the Centers for Medicare and Medicaid Services (CMS). These penalties are reinvested in projects that enhance the quality of life and care for residents in federally certified nursing facilities across Michigan. The total funding available under this opportunity is $5,000,000, with individual awards ranging from $6,000 to a maximum of $750,000 depending on the scope and number of facilities served. The core objective of the CMP Reinvestment Program is to support projects that equip nursing home staff, administrators, and stakeholders with evidence-based tools and practices that directly benefit nursing facility residents. Eligible project categories include training to improve care, enhancing daily life through resident-centered activities, supporting or establishing family and resident councils, and fostering innovations that mitigate isolation and loneliness. All funded initiatives must clearly go beyond federally mandated services and aim to implement culturally competent, person-directed approaches that prioritize dignity, autonomy, and connection. Eligible applicants include a wide range of organizations such as academic institutions, hospitals, healthcare providers, nonprofits, private businesses, and tribal organizations. While entities based outside of Michigan may apply, they must demonstrate an active partnership with a Michigan-based nursing facility through documented letters of support. These letters must confirm participation and explicitly acknowledge the funding cap per facility, along with a signed project commitment. State of Michigan employees and organizations already funded by federal or state sources for the same or similar work are not eligible to apply. Applications must be submitted through the Electronic Grants Administration & Management System (EGrAMS), where registration of the agency, user profiles, and submission of the Project Director Request are required by April 17, 2026. A pre-application webinar will be hosted on March 11, 2026, to guide applicants through the process. The final application deadline is April 24, 2026, at 3:00 p.m. EST. Prior to submission, technical assistance is available until noon on the same day. Applications must be validated and submitted through the EGrAMS portal, which does not permit submission with unresolved errors. Successful applicants will enter into a one-year agreement starting on October 1, 2026, and ending September 30, 2027. Certain projects may be eligible for renewal for up to three years, with continued funding subject to performance, compliance, and the availability of funds. Proposals will undergo a two-stage review, initially by MDHHS and subsequently by CMS, which has final approval authority. Only those scoring 80 points or higher in the evaluation criteria will be considered for award. The program prohibits the use of funds for capital improvements, services already covered by Medicaid/Medicare, facility staff salaries, research not directly benefiting residents, or previously denied projects. All proposed uses must be additive to federally required services. Reporting requirements for awardees include monthly financial status reports, quarterly narrative reports, and a final report summarizing outcomes and impacts. Grantees are also expected to participate in an annual knowledge-sharing session to disseminate lessons learned.
