The Office of Insular Affairs (OIA), part of the U.S. Department of the Interior, has announced the 2025 funding cycle for its Maintenance Assistance Program (MAP) under the opportunity number OIA-MAP-2025-V2. The MAP initiative aims to strengthen the capacity for infrastructure maintenance within the seven U.S.-affiliated insular areas: American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the U.S. Virgin Islands, and the Freely Associated States (Federated States of Micronesia, Republic of the Marshall Islands, and Republic of Palau). This federal grant program is authorized under 48 U.S. Code ยง 1469d and awards are administered as grants. The program is intended to support, develop, improve, and institutionalize infrastructure maintenance practices through training, procurement of tools and equipment, and minor infrastructure repairs. These activities aim to extend the lifespan of public infrastructure, enhance the safety of maintenance workers, and increase resilience to natural disasters and extreme weather events. Additionally, MAP funding supports capacity building through short-term expertise, maintenance-related training, system implementation, studies, and critical repairs. The program does not fund new construction, operating expenses, meals, or salaries for existing personnel. Eligible applicants include local government agencies (including utilities) located in the aforementioned insular areas, non-profit organizations, hospitals, health centers, and institutions of higher education whose projects directly benefit the seven insular areas. The Judicial and Legislative branches of local governments are explicitly ineligible for funding. Non-U.S. entities or those operating internationally must adhere to specific federal compliance regulations, particularly when applying for projects exceeding $500,000. Applications requesting more than the $350,000 award ceiling may be denied. The application process requires registration in SAM.gov and Grants.gov, including obtaining a Unique Entity Identifier (UEI). Applications must include required forms such as SF-424, SF-424A/C, project abstract, project narrative, performance measures, letters of support, and a signed cover letter addressed to John D. Brewer, Director of the Office of Insular Affairs. Additional documentation includes financial capability questions, audit summaries, indirect cost calculations, and conflict of interest disclosures. Letters of support enhance scoring but are not mandatory. Evaluation criteria include the clarity of the proposal narrative, alignment with program and federal priorities, budget soundness, and the projectโs timeline and stakeholder engagement. Applications are scored across eight categories for a maximum of 100 points. The application period is currently open and will close on August 15, 2025, at 11:59 PM ET. Award notifications are expected by September 30, 2025, with project start dates anticipated for October 1, 2025. Grants will be administered via GrantSolutions, and successful applicants will be subject to federal audit and reporting requirements under 2 CFR 200.
