The District of Columbia Department of Employment Services (DOES) is soliciting applications for its Job Readiness Training Grant Program. To increase program retention and successful completion, Grantees will provide support services and will coordinate an optional subsidized work experience that are conducive to developing the soft skills and work experience that increases the probability of successfully obtaining permanent unsubsidized employment. Organizations must have the infrastructure needed to deliver training effectively, facilitate job development and placement services, as well as the human capital needed to serve residents with multiple barriers to employment. Funding Information Up to $700,000.00 is available in total for awards through this RFA. DOES will award up to $125,000 per grantee for training over a four to six week period. Eligibility Criteria DOES will make these grants available through a competitive process. Eligible applicants include public and private non-profit and for-profit organizations eligible to do business with the District government, including but not limited to community-based organizations, faith-based organizations, and post-secondary institutions. Additional Requirements

To be eligible for Project Empowerment, an applicant must meet the following requirements: (a) 22-54 years old; (b) District resident; (c) Currently unemployed; and (d) Drug-free - Willing to take Urinalysis drug tests throughout the program. 8 5.1.2 In addition to the criteria in 5.1.1, participants must demonstrate a substantial need for intensive employment assistance by exhibiting at least three (3) of the following: (a) Basic Skills Deficiency (determined by CASAS testing score); (b) Lack of a secondary education credential (No high school diploma or GED); (c) A documented history of substance abuse; (d) Homelessness; (e) A history of job cycling (not maintaining steady employment); or (f) A conviction of a felony or previously incarcerated
