Additional Requirements

To be eligible for Project Empowerment, an applicant must meet the following requirements: (a) 22-54 years old; (b) District resident; (c) Currently unemployed; and (d) Drug-free - Willing to take Urinalysis drug tests throughout the program. 8 5.1.2 In addition to the criteria in 5.1.1, participants must demonstrate a substantial need for intensive employment assistance by exhibiting at least three (3) of the following: (a) Basic Skills Deficiency (determined by CASAS testing score); (b) Lack of a secondary education credential (No high school diploma or GED); (c) A documented history of substance abuse; (d) Homelessness; (e) A history of job cycling (not maintaining steady employment); or (f) A conviction of a felony or previously incarcerated
