TSET Legacy Grants

The Tobacco Settlement Endowment Trust (TSET) Legacy Grant is a one-time, historic funding opportunity designed to address Oklahoma’s leading causes of death—cancer and cardiovascular disease. With an investment of up to $150 million, TSET aims to fund large-scale, transformational projects that will improve rural health, healthcare access, early prevention strategies, and data-driven health solutions across the state. The funding is targeted at initiatives that will have a broad, lasting impact, especially within rural and underserved communities, contributing to significant improvements in health outcomes statewide. Eligible applicants include public institutions of higher education, state agencies, nonprofit organizations, public entities such as county and local governments or school districts, and tribal entities. Grants must request at least $3 million in funding and projects must be between one to three years in duration. All grants will be paid on a reimbursement basis, so applicants must have the capacity to manage project expenses for up to six months without TSET funding while awaiting reimbursement. The application process for the TSET Legacy Grants opened on April 15, 2025, along with a guidance document and an informational webinar. Applications are due by June 16, 2025, at 12 p.m. CT. Applicants selected for Stage 2 will be notified by September 8, 2025, and invited to present 20-minute proposals to a panel at a TSET Special Board Meeting on October 27-28, 2025. Final award decisions will be announced on November 20, 2025, with cooperative agreements starting January 1, 2026. Applicants are expected to propose projects that are scalable, time-limited, project-oriented, launch-ready, and capable of sustainability beyond the TSET funding period. Projects should use evidence-based or promising practices and have a broad audience reach, aligning with TSET's goals of increasing statewide awareness and improving public health.
