Because the purpose of this solicitation is to advance technology development to commercialization, the following entities are not eligible to be prime applicants for this solicitation: β’ Public and private universities β’ National Labs β’ Utilities β’ Private non-profit research organizations β’ End-use customers of the proposed technology. These organizations are eligible to be subrecipients if they are providing technical consulting or testing and laboratory facilities or services.
