The Target Funding–Rapid Response Grants are administered by Foundations Community Partnership (FCP), a private foundation focused on supporting behavioral health and human service needs in Bucks County, Pennsylvania. Building on the foundation’s earlier Target Funding initiatives, the Rapid Response Grant aims to provide timely financial support to nonprofits that have experienced unexpected losses of government funding or are facing significant reimbursement delays from federal or state agencies. This grant is designed as a contingency mechanism for organizations previously supported by FCP. Eligible nonprofits may apply for a one-time award of up to $15,000 to offset the effects of a sudden funding cut or prolonged reimbursement delay of at least six months. The program accepts applications on a rolling basis and will remain open until June 30, 2026, unless funds are depleted earlier. Continuation of the program beyond that date may be considered at the discretion of FCP’s Board of Directors. To be eligible, applicants must have received at least two prior grants from FCP and be in good standing, meaning that all reporting obligations have been met. Eligible organizations must also operate as 501(c)(3) public charities and be classified under Sections 509(a)(1) or 509(a)(2) of the Internal Revenue Code. In addition, applicants must be able to provide official documentation from a governmental agency verifying the cancellation of public funding or reimbursement delays of six months or more. Examples include a canceled federal grant or unfulfilled reimbursement obligations from a state agency. The purpose of these grants is to sustain ongoing services or programs adversely affected by public funding disruptions. For instance, a nonprofit that administers an adult literacy program but has not received expected government reimbursements may use Rapid Response Grant funds to continue paying staff and operating the program. The grant does not restrict use of funds to specific budget categories; funding can be allocated toward personnel, capital, or programmatic expenses as needed. All applications must be submitted through FCP’s online FOUNDANT platform. While the Rapid Response Grant does not require a Letter of Inquiry, applicants must ensure all components are complete, including documentation of funding loss, recent financial audits, and alignment with FCP’s behavioral health and human service goals. FCP may follow up with a meeting for additional clarification and will verify nonprofit status through GuideStar. Evaluation of proposals will be based on completeness, documentation, and alignment with FCP’s mission. Due diligence follows standards set by the Council on Foundations.
