The Pipeline Emergency Response Grant (PERG) for Fiscal Year 2025 is a discretionary funding opportunity administered by the U.S. Department of Transportation (DOT), specifically the Pipeline and Hazardous Materials Safety Administration (PHMSA). Authorized under 49 U.S.C. Β§ 60125(b), this grant aims to enhance public safety by supporting state, county, and local governments in delivering pipeline emergency response training. These trainings target first responders in high-consequence areas (HCAs) where incidents involving gas or hazardous liquid pipelines may have serious impacts on people, property, and the environment. The purpose of the PERG program is to increase the number of trained emergency personnel who are prepared to handle pipeline incidents effectively. Eligible applicants are government entities capable of providing direct or web-based training to personnel with statutory responsibilities for emergency response. Activities funded under PERG include emergency response planning, exercises, and specialized training such as pipeline leak recognition, evacuation procedures, and curriculum development. The program also supports the purchase of pipeline-specific training equipment and props. Ineligible activities include general HAZMAT training not tied to pipeline safety and purchases not directly related to pipeline emergency response. PERG provides a total of approximately $3,202,331 in FY 2025, with individual award ceilings set at $250,000. The funding must be used within a 24-month performance period. At least 75% of awarded funds must go to program activities, and no more than 25% can be used for maintenance and administration (M&A), excluding indirect costs. Pre-award costs are not allowed unless specifically approved. There is no cost-sharing or matching requirement for this program.
