Fy 2025 Pipeline Emergency Response Grant (PERG)

The Pipeline Emergency Response Grant (PERG) for Fiscal Year 2025 is a discretionary funding opportunity administered by the U.S. Department of Transportation (DOT), specifically the Pipeline and Hazardous Materials Safety Administration (PHMSA). Eligible applicants are government entities capable of providing direct or web-based training to personnel with statutory responsibilities for emergency response. Activities funded under PERG include emergency response planning, exercises, and specialized training such as pipeline leak recognition, evacuation procedures, and curriculum development. The program also supports the purchase of pipeline-specific training equipment and props. Ineligible activities include general HAZMAT training not tied to pipeline safety and purchases not directly related to pipeline emergency response. PERG provides a total of approximately $3,202,331 in FY 2025, with individual award ceilings set at $250,000. The funding must be used within a 24-month performance period. At least 75% of awarded funds must go to program activities, and no more than 25% can be used for maintenance and administration (M&A), excluding indirect costs. Pre-award costs are not allowed unless specifically approved. There is no cost-sharing or matching requirement for this program. Applications will be reviewed on their merit, including alignment with program goals, projected impact, and the capacity of the applicant to execute the project effectively. To apply, applicants must be registered with Grants.gov, SAM.gov, and are encouraged to register with FedConnect. Required submission documents include SF-424, SF-424A, project and budget narratives, assurances, and certifications. The project narrative must address organizational capacity, the need for training, target HCAs, training methodology, anticipated outcomes, course descriptions, and evaluation plans. Budget narratives must detail personnel, fringe benefits, travel, equipment, and other costs aligned with project goals. The application must be submitted via Grants.gov by 11:59 p.m. EST on June 20, 2025. Questions must be submitted by June 13, 2025. PHMSA anticipates issuing award notifications by September 30, 2025. Progress and final reports, including financial details and performance outputs, are mandatory. These reports will document the number of trainees, course types, locations, and stakeholder impact assessments. PHMSA may also require participation in external evaluations.
