The Housing-Related Hazards and Lead-Based Paint Capital Fund Program, administered by the U.S. Department of Housing and Urban Development (HUD), provides targeted capital investment support to public housing agencies (PHAs) for the mitigation of health-related hazards within public housing units. This funding initiative brings together two previously distinct funding streams—the Housing-Related Hazards (HRH) Capital Fund Program and the Lead-Based Paint (LBP) Capital Fund Program—into a consolidated Notice of Funding Opportunity (NOFO), under the identifier FR-6900-N-68. The purpose of this program is to promote healthier living conditions for public housing residents by addressing risks such as lead-based paint exposure, carbon monoxide, mold, radon, and fire safety issues. HUD has allocated approximately $65 million in funding for this NOFO, with a statutory requirement that at least $25 million of the total must support efforts specifically focused on lead-based paint hazards. These lead-related activities may include risk assessments, inspections, abatement, interim controls, clearance examinations, and temporary relocation of residents. If insufficient eligible applications are received for LBP activities, the balance of these earmarked funds may be reallocated to support general HRH projects. Awards for HRH may be up to $5 million per applicant, while LBP grants may go as high as $7.5 million. The minimum request for either is $10,000, and PHAs may apply for both focus areas through a single application. Eligible applicants are restricted to public housing agencies that meet the statutory definitions under the 1937 Housing Act. These include PHAs that develop, own, modernize, and operate public housing; MTW (Moving to Work) agencies; and troubled PHAs that are in compliance with recovery agreements. Ineligible applicants include tribes and tribally designated housing entities, nonprofits, resident associations, foreign entities, and individuals. Additionally, funding cannot be used for properties involved in the Rental Assistance Demonstration (RAD) or those undergoing Streamlined Voluntary Conversion or Section 18 demolition/disposition, unless specific exceptions apply. The application package requires a range of federal forms and documentation, including SF-424, HUD-424B, HUD-2880, lobbying disclosures, and others as detailed in the NOFO. Required narrative elements include a Grant Designation Statement, a Need Assessment Narrative (for HRH applicants), and optionally a Section 3 Narrative for scoring preference. The application must include budget documentation via Form HUD-50075.1 and, if indirect costs are included, a HUD-426 certification. LBP applicants must also demonstrate or commit to recent lead-based paint assessments and inspections, or face forfeiture of funding. Applications are due electronically via Grants.gov by 11:59 PM ET on May 4, 2026. Late submissions will not be considered. Applicants are advised to register and maintain active accounts with both SAM.gov and Grants.gov. HUD anticipates notifying successful applicants and making awards around August 4, 2026. The expected performance period for awarded projects is four years, concluding around August 4, 2030. Applications undergo a multi-stage review including threshold, merit, and risk assessments. Separate scoring criteria apply for HRH and LBP components, but applications may be evaluated for both. HUD reserves the right to make partial or conditional awards and to adjust funding allocations to ensure geographic distribution or meet program priorities.
