The Centers for Disease Control and Prevention (CDC), through its Office of Financial Resources, has announced its intent to fund the Preventive Health and Health Services (PHHS) Block Grant for Federal Fiscal Year 2025 under Assistance Listing Number 93.991. This funding opportunity is guided by Public Law 115-245 and Public Law 97-35 and is designed to support flexible, recipient-driven public health initiatives. The grant supports state, tribal, local, and territorial health agencies in addressing their most pressing public health priorities using evidence-based and community-informed methods. The PHHS Block Grant aims to fill funding gaps in existing health programs that tackle the leading causes of death and disability. It enables recipients to respond rapidly to emerging public health issues while reinforcing critical public health infrastructure. The funding is designated as non-research, and all recipients must comply with relevant federal regulations and laws, including 45 CFR Parts 75 and 96. Applicants must be eligible entities as defined in the authorizing statute. These include all 50 U.S. states, the District of Columbia, five U.S. Territories (Commonwealth of the Northern Mariana Islands, Guam, Republic of the Marshall Islands, Federated States of Micronesia, Republic of Palau), three Freely Associated States (Puerto Rico, U.S. Virgin Islands, American Samoa), and two American Indian tribes (Santee Sioux and Kickapoo Tribe of Kansas). The program does not extend eligibility to other types of entities such as nonprofit organizations, higher education institutions, or individuals. Certain expenses are explicitly prohibited under this grant. These include the purchase of naloxone, syringes, or drug disposal programs such as drop boxes or take-back events. Clinical care costs are disallowed unless permitted by law. Additionally, the use of grant funds for lobbying activities, including the preparation or dissemination of propaganda or legislative advocacy materials, is strictly forbidden. The application deadline for the PHHS Block Grant is July 31, 2025, with the estimated award notification expected around September 15, 2025. All funds awarded will be usable within the two-year performance period.
