Administration of U.S. Embassy Grants Fund

The U.S. Embassy in Buenos Aires, through its Public Affairs Section (PAS), has announced a funding opportunity titled "Administration of U.S. Embassy Grants Fund" under funding opportunity number PAS-AR200-FY25-02. The program aims to award a single cooperative agreement to a registered not-for-profit organization to administer sub-grants supporting three primary goals in Argentina: promoting sustainable economic growth and entrepreneurship, advancing media literacy and press freedom, and increasing awareness of good governance and democratic principles. The organization selected will be responsible for administering the sub-grants, managing financial and performance oversight, and ensuring compliance with all U.S. government regulations and priorities. The total available funding is $250,000, with sub-awards ranging from $10,000 to $50,000. The grant period is set for 18 months, beginning February 25, 2025. The selected organization will also receive an administrative fee of up to 10% of the total sub-awarded amount to compensate for the programโs management work. Key program activities include coordinating the sub-grant application process, publicizing the opportunity, assisting in the selection of projects, monitoring implementation, and ensuring successful completion and reporting. Sub-awards must include a U.S. element, such as partnerships with U.S. experts, organizations, or institutions, and projects must target Argentinian audiences. Eligible applicants are legally registered not-for-profit organizations, including NGOs, think tanks, and cultural or educational associations, with a solid understanding of Argentine civil society and a network of local partnerships. Organizations must be registered in Argentina and have a valid Unique Entity Identifier (UEI) and NCAGE code via SAM.gov. For-profit entities, individuals, and organizations without proper registration are not eligible. Cost sharing is encouraged but not required. Applicants are expected to submit proposals with SMART objectives, monitoring and evaluation plans, and comprehensive budgets. Applications must be submitted by email no later than February 7, 2025, at 17:00 (GMT-3, Argentina time). Proposals should include completed SF-424 forms, a detailed program proposal of no more than 15 pages, a monitoring and evaluation plan, and a budget narrative. All required documents must be in English and meet specified formatting guidelines. Applications submitted through any platform other than email will not be considered. Incomplete applications or those failing to follow submission instructions will be disqualified. Proposals will be reviewed by an impartial panel based on their alignment with U.S. Embassy priorities, program planning, budget justification, and monitoring and evaluation plans. Successful applicants will be notified within 40 days of the deadline, while unsuccessful applicants will receive notifications within 50 days. Sub-grants under this program must adhere to branding requirements and all relevant federal regulations, such as 2 CFR 200.
