The Community Transit Grant Program (CTGP), administered by the Massachusetts Department of Transportation (MassDOT), is designed to expand mobility options for older adults, individuals with disabilities, and low-income populations across Massachusetts. The FY26 cycle supports operating and mobility management projects, with applications accepted between September 5 and November 7, 2025. While this cycle focuses on operating and mobility management projects, a separate application process for wheelchair-accessible vehicles will open on September 25.
Funding for the program is drawn from two sources: Federal Transit Administration (FTA) Section 5310 funds and state-level Education and Transportation Funding (ETF) from the Fair Share amendment. FTA funds require a 50% local match for operating projects and a 20% match for mobility management projects, whereas ETF funding does not require a local match. Projects exclusively serving low-income individuals may be eligible for ETF support if the applicant either demonstrates a core mission of serving this group or partners with a qualifying organization, substantiated by a support letter.
Eligible applicants include private nonprofits, government entities (such as municipalities, Councils on Aging, and Regional Transit Authorities), and private taxi operators providing shared ride services. Municipal applicants must comply with Massachusetts General Law, including the MBTA Communities Act. All applicants must ensure services directly benefit seniors and/or people with disabilities, although services can be open to the general public if capacity permits.
The submission process is fully online and includes completion of both organization and project-specific sections. Required components include a completed budget template, responses to detailed narrative questions, and support documentation, such as letters of partnership for low-income service claims. Applications are assessed through a two-stage review: threshold compliance followed by evaluation by external reviewers based on project need, design, coordination, equity, and sustainability.
Funding is awarded contractually and provided on a reimbursement basis. The grant period extends from January 1, 2026, through December 31, 2027, and recipients are required to submit quarterly reports including updates on ridership and key project milestones. Projects may be partially or conditionally funded depending on available resources and program priorities. Technical assistance is available throughout the process, and applicants are encouraged to contact program staff for support during planning and application.
