Grant Description

The U.S. Department of Health and Human Services (HHS), through its Office of Research Integrity (ORI), has announced the FY2025 Notice of Funding Opportunity (NOFO) for the Ensuring Research Integrity - Program Development and Evaluation Program (PDE). This program aims to fund initiatives that develop and evaluate new or existing tools and strategies designed to promote research integrity and prevent misconduct in the research environment. It is administered under the authority of 42 U.S.C. § 241, Section 301 of the Public Health Service Act. The total estimated funding for this opportunity is $150,000, with an anticipated two awards of between $50,000 and $75,000 each for a performance period of 12 months. The application is to be submitted exclusively through Grants.gov, and the closing date is July 30, 2025, at 6:00 PM Eastern Time. The ORI's PDE Program was initiated in 2020 to promote responsible conduct in research and deter research misconduct by creating innovative, evidence-based interventions and assessment tools. Projects can include the development of educational resources, risk assessment tools, and intervention programs that foster ethical research environments. Funded projects must evaluate the effectiveness of these programs or tools in real research environments, including institutions receiving Public Health Service (PHS) support. The initiative encourages involvement from institutional research misconduct officials, legal experts with experience in 42 C.F.R. Part 93, and researchers or trainees in relevant fields. Eligibility for this opportunity is broad, encompassing public and private institutions, hospitals, laboratories, faith-based and community-based organizations, and various levels of government. Individuals, for-profit entities, and tribal organizations—both federally recognized and non-recognized—are also eligible. Applicants may submit multiple proposals as long as each one is for a distinctly different project. If multiple submissions are made for the same project, only the most recent version submitted before the deadline will be accepted. Funding can be used to support the development of novel programs and tools that promote research integrity. Allowable costs must adhere to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for HHS Awards (45 C.F.R. Part 75 Subpart E). Indirect costs for training are limited to eight percent of modified total direct costs, and pre-award costs are not permitted. Applicants must also ensure compliance with various federal policies, including those concerning human subjects protection, whistleblower rights, and anti-trafficking regulations. Applications must include a Project Narrative, Appendices, and a Budget Package, and must adhere to strict formatting and submission guidelines outlined in the NOFO. The Project Narrative is limited to 25 pages, with the entire narrative plus appendices capped at 75 pages. Required forms include the SF-424, SF-424A, SF-LLL, and a Project Abstract Summary. A technical assistance webinar will be held on July 15, 2025, at 1:00 PM Eastern Time, and resources related to the opportunity will be posted on the ORI website. Applications will undergo a multi-phase review process including eligibility screening, responsiveness review, and independent merit review by a panel of experts. Evaluation will be based on the clarity and strength of the project description, expected outcomes, evaluation methods, dissemination plans, project management capabilities, and organizational readiness.
