Manufacturing PA Training-to-Career Grant Program
This program provides funding to nonprofit organizations in Pennsylvania to create and expand training and awareness initiatives that prepare individuals facing employment barriers for entry-level jobs in the manufacturing sector.
The Manufacturing PA Training-to-Career Grant Program is administered by the Pennsylvania Department of Community and Economic Development (DCED) under the authority of Section 3 of the Commerce Law (Act of May 10, 1939, P.L. 111, No. 51). This state-funded program is designed to support workforce readiness and employment pathways within the manufacturing sector of Pennsylvania. The initiative specifically focuses on short-term, work-readiness training and entry-level job placement for individuals facing barriers to employment. Emphasis is placed on expanding access to manufacturing jobs and supporting industry growth through collaborative local programs. The grant serves as a part of Pennsylvania’s broader Manufacturing PA initiative, which provides strategic services and programming for the state’s manufacturing economy. The program has two major focus areas: awareness programs and training programs. Awareness programs are aimed at increasing knowledge and interest in manufacturing careers among youth and other populations facing employment barriers. Eligible activities include hosting Manufacturing Day events, facility tours, summer camps, and other youth engagement opportunities. These programs may be funded at three levels: up to $200,000 for new program development, up to $100,000 for expansion of an existing program with proven results, and up to $50,000 for continued expansion and support of an existing program. Training programs are developed in collaboration with local manufacturers to equip individuals with essential skills for entry-level positions. Funded activities may include curriculum development, internships at small and medium-sized enterprises, the purchase of training equipment (up to $25,000), in-state travel, staff salaries, contracted services, and the development of educational and marketing materials. Administration costs are capped at 10% of total direct expenses. Projects must demonstrate a clear workforce need and a defined implementation strategy. Applicants must be nonprofit entities such as technical or trade schools, school districts, post-secondary institutions, workforce investment boards, economic development organizations, or other nonprofit organizations. For-profit entities are not eligible to apply. Applications must be submitted electronically through the DCED Single Application for Assistance portal. Each application must include a detailed project description, timeline, performance metrics, staffing plan, sustainability plan, financial need statement, and letters of commitment and match from relevant partners including local manufacturers and workforce development boards. Applications are accepted on a rolling basis until funds are exhausted. There is no specific open or close date, though each grant contract must be completed within a 24-month period. Grantees are reimbursed after expenses are incurred and must submit both annual activity reports and final closeout reports electronically.
