Grant Description

The Dairy Farm Improvement & Modernization Grant is administered by the Northeast Dairy Business Innovation Center (NE-DBIC), which operates under the Vermont Agency of Agriculture, Food and Markets. This program is one of four USDA-supported Dairy Business Innovation Initiatives in the country, and it serves the 11-state Northeast region. Since its establishment in 2019, NE-DBIC has received over $53 million in funding to support dairy businesses through efforts that include product development, marketing, and distribution, as well as technical and strategic assistance. This grant aims to support dairy farmers by improving their long-term viability through projects that modernize outdated systems or implement innovative solutions. Eligible initiatives may include adopting advanced milking technologies, enhancing animal health, reducing climate impact, improving milk quality or value, and increasing workforce safety. Projects must take a strategic and systems-level approach and are encouraged to include expert guidance from technical assistance providers, business planners, or service partners. Proposals solely focused on replacing worn-out equipment without broader operational improvements are ineligible. Applicants may include dairy farmers based in the Northeast, producer associations, technical service providers such as university extensions, and milk buyers or processors working to improve on-farm production. All applicants must demonstrate that their projects primarily benefit Northeast dairy farmers. Specific eligibility requirements vary by applicant type but include proof of location, dairy licensing, and Letters of Commitment from farm partners. The program offers awards ranging from $15,000 to $100,000, with a mandatory 25% match that may be provided in cash and/or in-kind contributions. The total funding available for this cycle is $750,000. Matching contributions can be drawn from various sources, including loans, non-federal grants, and donated services. Grant funds may be used for specialized dairy equipment, training, consulting, and other project-aligned activities. Construction, land acquisition, vehicle purchases, and general-use equipment are not eligible. The application process requires registration in WebGrants, which may take up to two business days to process. Applications must be submitted through the WebGrants portal by December 4, 2025, at 2:00 PM ET. The application includes required documentation such as quotes for equipment, Letters of Commitment from project partners, and supporting budget information. Award notifications will be issued in January 2026, with estimated project starts in March 2026 and completion required by April 30, 2027. Submissions will be reviewed by a multi-state advisory committee based on scoring criteria including project viability, alignment with funding priorities, budget realism, and partner support. Strong proposals will clearly articulate systems-level improvements, long-term impact, and measurable outcomes. Projects benefiting multiple farms, particularly those involving young or beginning farmers, will be prioritized.
