Seneca Conservation District’s H2Ohio Program
This program provides financial incentives and support to farmers in select Ohio counties to implement environmentally friendly agricultural practices that improve water quality and reduce nutrient runoff.
H2Ohio is a statewide water quality initiative launched by Ohio Governor Mike DeWine. It is a collaborative and data-driven program aiming to ensure that all Ohioans have access to clean, safe water both now and for future generations. Administered by the Ohio Department of Agriculture (ODA), the initiative prioritizes the reduction of phosphorus loading into Ohio's waterways, improvement of wastewater infrastructure, and prevention of lead contamination in drinking water. The H2Ohio program specifically targets agricultural practices, offering science-based solutions and incentives for farmers to implement best management practices (BMPs) that mitigate nutrient runoff. The Seneca Conservation District is currently administering the H2Ohio program for the 2026–2027 application cycle, accepting applications from farmers located within a designated group of Ohio counties. Applications are open through August 15; however, early submissions are encouraged as funding may be distributed before the deadline. Farmers who are already enrolled in the program are required to reapply to continue receiving support. The initiative is not only limited to Seneca County; it includes producers in other counties such as Crawford, Erie, Huron, Marion, Ottawa, Richland, Sandusky, Shelby, and Wyandot. The core requirement for program participation is the development of a Voluntary Nutrient Management Plan (VNMP). This plan may be created by agricultural retailers, independent consultants, or producers themselves and must include valid soil tests (not older than four years), crop rotations with yield goals, and nutrient recommendations compliant with the 2020 Tri-State Fertilizer Recommendations. There are two VNMP tracks: Basic (composite samples for <$25 per acre) and Precision (grid or zone samples for $15 per acre). Applicants may qualify for additional incentives by implementing specific BMPs. These include Subsurface Phosphorus Placement ($20 per acre), Manure Incorporation and Utilization ($35 per acre for dry/litter, $60 per acre for liquid), and Overwintering Cover ($40 per acre). Additional bonuses may apply—for instance, an extra $15 per acre for fields with low phosphorus levels. Practices must be completed within specified timelines, such as November 1 for manure application and March 15 for overwintering cover maintenance. Approved VNMPs are required for all fields participating in BMPs. The evaluation process is facilitated through local Soil and Water Conservation Districts (SWCDs), which assist producers in developing tailored conservation plans and determining suitable practices for their operations. These districts provide both technical and administrative support, ensuring producers understand the program requirements and timelines.
