The City of Euclid’s Division of Community Development has launched the Housing Accessibility and Rehabilitation Grant Program, supported by Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD). This grant initiative is designed to support income-qualifying homeowners in the City of Euclid by providing financial assistance for essential home rehabilitation and improvement projects. This is part of the City’s broader effort to invest in its aging housing stock and enhance the safety, accessibility, and livability of residential properties. The program offers up to $7,500 in grant funding per eligible project, with the stipulation that homeowners contribute a 25% match. This contribution may come from a loan or out-of-pocket funds. For example, a homeowner whose project totals $10,700 would be responsible for contributing $3,200. The first round of funding is limited and will prioritize health, safety, and welfare improvements. The grant operates on a first-come, first-served basis and will close once all funds have been committed. Eligible projects include, but are not limited to, accessibility upgrades like wheelchair ramps and grab bars, critical systems such as furnace replacements and electrical or plumbing repairs, and structural work including roofing, insulation, and sidewalk repairs. Ineligible expenses include recreational upgrades, routine maintenance, temporary fixes, and items related to homeowners insurance claims. To apply, homeowners must complete a detailed application form and submit required documentation, including proof of identity, income, mortgage status, and, if applicable, a notice of code violation. Applications can be submitted by email, mail, or in person. The application also requires a detailed project request form and a release acknowledging potential lead-based paint hazards for homes built prior to 1978. Applicants must own and reside in their homes within Euclid and must meet specific income guidelines based on household size, with maximum income levels ranging from $20,900 for a one-person household at 30% AMI to $104,950 for an eight-person household at 80% AMI. Homeowners must also be current on mortgage and property taxes or enrolled in a payment plan and provide proof of income through tax forms or other official documentation. Once an application is received, the City will review and respond within 30 business days with a letter outlining eligibility and next steps.
