Grant Description

The National Park Service, within the U.S. Department of the Interior, administers the FY2025 Historic Preservation Fund – Annual Tribal Historic Preservation Office Grants under funding opportunity number P25AS00490. This program is authorized by the National Historic Preservation Act, codified at 54 USC 3001 et seq., which establishes a framework for preserving historic resources in the United States. Through this fund, Tribal Historic Preservation Offices are supported in their role of identifying, evaluating, and protecting historic properties on tribal lands. The program is part of a longstanding federal commitment to support tribal governments in assuming historic preservation responsibilities from State Historic Preservation Offices under formal partnership agreements with the National Park Service. The purpose of this funding opportunity is to ensure that federally recognized tribes with approved Memoranda of Agreement with the National Park Service can continue or expand their preservation activities. Grants may be used to support a wide range of allowable activities as outlined in the National Historic Preservation Act. These include conducting surveys of historic properties, preparing nominations to the National Register of Historic Places or Tribal Registers, providing planning and technical assistance, carrying out physical preservation work, reviewing federal undertakings for potential impacts on tribal heritage, and developing educational programming. All work conducted must comply with the Secretary of the Interior’s Standards, ensuring that funded activities are consistent with professional preservation practice. The total program funding available for FY2025 is $23,000,000. Awards will be made to approximately 227 Tribal Historic Preservation Offices, with individual awards ranging from $10,000 to $200,000 depending on formula distribution and eligibility. The distribution formula allocates 80 percent of available funds equally among all eligible Tribal Historic Preservation Offices, with the remaining 20 percent apportioned according to the area of tribal lands. These awards are non-competitive; funding is formula-based rather than subject to merit scoring. Cost sharing or matching contributions are not required for participation in this program, although recipients must adhere to program cost principles and a 25 percent cap on combined administrative and indirect costs. Eligibility is restricted to federally recognized Native American tribal governments that have signed Memoranda of Agreement with the National Park Service to assume duties of State Historic Preservation Offices on their lands, as provided by statute. Other types of organizations, institutions, or individuals are not eligible to apply. This exclusivity ensures that funding directly supports tribal governments in fulfilling preservation responsibilities recognized under federal law. Applications are to be submitted through Grants.gov, and applicants must complete required registrations with SAM.gov and Grants.gov prior to submission. Applicants must prepare a complete package that includes standard federal forms (SF-424, SF-424A or SF-424C depending on project type, SF-LLL if applicable), a Project Abstract, and a Project Narrative that does not exceed five pages. The Project Narrative must describe anticipated activities under each of the Historic Preservation Fund program areas relevant to the tribe’s agreement. A budget narrative is also required, including justification of costs and information on any indirect cost rates. Submissions are subject to federal review for eligibility, compliance with executive orders and regulations, and risk assessment under federal grant administration rules. The application window for FY2025 opened on July 1, 2025. The original deadline of August 29, 2025, was extended to September 30, 2025, at 11:59 PM Eastern Time. Awards are expected to begin on September 1, 2025, with funded projects running through September 30, 2026. Eligible costs may be charged retroactively to October 1, 2024, the beginning of the federal fiscal year. Award notices will be transmitted electronically through GrantSolutions. For technical issues with Grants.gov submission, applicants are directed to Grants.gov support services, while program-specific questions should be sent to the National Park Service at STLPG@nps.gov. Post-award requirements include compliance with Section 106 consultation, adherence to the Secretary of the Interior’s Standards, and environmental review under NEPA. Preservation covenants or easements may be required for properties receiving development funds. Recipients must submit periodic Federal Financial Reports (SF-425) and performance reports, and comply with statutory reporting under the Federal Funding Accountability and Transparency Act. The program’s emphasis is on ensuring that tribes have the financial and administrative support necessary to preserve their historic resources and fulfill their federal preservation responsibilities in partnership with the National Park Service.
