The FY2025 Historic Preservation Fund - Annual Tribal Historic Preservation Office (THPO) Grants, administered by the National Park Service (NPS), are designed to support federally recognized Tribal Historic Preservation Offices in carrying out responsibilities outlined in the National Historic Preservation Act (NHPA) (54 USC 3001 et seq.). These grants aim to preserve historic properties on tribal lands by funding activities such as surveys, planning, technical assistance, physical preservation, federal project reviews, education, and the development and maintenance of Tribal Registers and listings in the National Register of Historic Places. The program specifically serves tribal governments that have established a Memorandum of Agreement with NPS to assume State Historic Preservation Office duties on tribal lands. This funding opportunity reflects the federal government’s long-standing partnership with tribal nations to protect cultural and historic heritage. The program is non-competitive and utilizes a funding formula to allocate resources: 80% of the total available funds are distributed equally among all eligible THPOs, while the remaining 20% is apportioned based on the size of tribal lands as defined under NHPA provisions. For FY2025, the total program funding is estimated at $23 million, with an award floor of $10,000 and a ceiling of $200,000. A total of 227 awards are expected. There is no cost-sharing requirement for this program, and it is not categorized as an infrastructure funding source. Applications must be submitted electronically through Grants.gov no later than August 29, 2025, at 11:59 PM Eastern Time. Applicants must be registered in SAM.gov and have a Unique Entity Identifier (UEI) prior to submission. Registration in SAM.gov can take several months, so early action is encouraged. Once registered, applicants must also create a Grants.gov Workspace for submission. Required application components include: SF-424, SF-424A or SF-424C (depending on project type), SF-LLL (if applicable), Project Abstract Summary, a five-page Project Narrative with an Anticipated Activities List, and a Budget Narrative. These materials must clearly explain how the applicant will implement preservation functions in alignment with their MOA and NPS program guidance. The evaluation process includes eligibility checks and budget reasonableness reviews, but awards are not made competitively. Applications are primarily reviewed for completeness, alignment with grant objectives, compliance with executive and secretarial orders, and avoidance of cost duplication. Any overlapping activities or funding with other federal proposals must be disclosed. Applications will also undergo a risk assessment and may have additional award conditions if deemed medium or high risk. Pre-award costs are allowable from October 1, 2024, but are incurred at the applicant’s risk until a formal agreement is executed. Recipients must adhere to post-award requirements including submission of Federal Financial Reports (SF-425), program performance reports, and compliance with reporting regulations outlined in 2 CFR 200. All physical preservation projects must conform to the Secretary of the Interior’s Standards and may require preservation covenants for a period of 5 to 20 years depending on the funding amount.
