The Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) is offering a cooperative agreement under the Sikes Act, with funding authorized through the U.S. Code (16 U.S.C. 670c-1), to support ecological conservation and species monitoring at the US Marine Corps (USMC) Mountain Warfare Training Center (MWTC) in Bridgeport, California. MWTC operates under a land use agreement with the U.S. Forest Service (USFS), which permits USMC training across 46,000 acres of the Toiyabe National Forest. This grant opportunity aims to ensure continued environmental compliance with agreements like the Special-Use Authorization (SUA), Annual Operating Plan (AOP), and broader mandates under federal and California state environmental regulations. The project supports the documentation and monitoring of sensitive species populations at MWTC. These include federally listed candidates and state-tracked species such as the Northern Goshawk, Great Gray Owl, Western Bumblebee, Monarch Butterfly, American Wolverine, Black-backed Woodpecker, and several bat species affected by white-nose syndrome. Field surveys will also target amphibians such as the Yosemite Toad and Sierra Nevada Yellow-legged Frog. The cooperative agreement will require biological surveys, habitat condition evaluations, and the development of management recommendations to promote long-term species conservation. The base funding period is twelve months with an award ceiling of $155,167.33. If funded, the agreement may be extended for up to four additional option years with pre-defined budget increases each year. Total potential funding across all five years is $809,113.28. No cost sharing or matching funds are required. The anticipated number of awards is one. Applications are open to organizations that are members of the Californian Cooperative Ecosystem Studies Unit (CESU) and meet the eligibility criteria outlined in DoDGARS Part 34 or 2 CFR 200. The application process requires submission of specific federal forms (e.g., SF-424, Research & Related Budget, and personnel documentation), including detailed cost proposals by task and resumes of key personnel with relevant experience. The project manager must hold a relevant bachelorโ€™s degree and have at least five years of both field and supervisory experience. Applications must be submitted by August 4, 2025, at 2:00 PM PDT.
