Tobacco Prevention Community Outreach Mini-Grant 2025-2026

The Delaware Mini-Grant Program for Tobacco Prevention is administered through a partnership between the Delaware Division of Public Health and the American Lung Association in Delaware. This initiative is supported by the Delaware Health Fund and is designed to advance tobacco control and prevention efforts throughout the state. The mini-grant opportunity focuses on fostering tobacco-free environments and reducing tobacco-related disparities through community-led initiatives. The program specifically supports projects aligned with the state’s strategic framework titled “A Plan for a Tobacco-Free Delaware, 2023-2027.” This plan includes five primary goals: preventing the initiation of tobacco use, increasing cessation efforts, eliminating exposure to secondhand smoke, advancing health equity, and strengthening statewide leadership in tobacco control. Eligible projects must address at least one of these strategic goals and demonstrate measurable impact in policy change, increased compliance, or community education. Funded activities may include public education campaigns, cessation support programs, local policy advocacy, and community outreach targeting underserved populations. Eligibility is limited to Delaware-based community organizations and municipalities, including cities and towns, with a demonstrated commitment to tobacco prevention. Organizations must not be affiliated with or funded by tobacco companies or their subsidiaries. Applicants are responsible for the design, implementation, and evaluation of their programs, and must document outcomes that contribute to tobacco control in Delaware. Individuals are not eligible to apply, and all funded projects must align with the public health goals set forth in the state plan. The grant application process requires submission through an online portal by 3:00 PM EST on August 11, 2025. Submissions must include a checklist, cover sheet, project narrative, timeline, budget, and appendix materials. Applications submitted by fax or email will not be accepted, and late applications will be disqualified. Selected grantees will be notified by September 19, 2025, and are required to participate in a mandatory administrative call on September 26, 2025. Initial payments will be disbursed by October 3, 2025. Awardees are required to complete their funded projects by May 31, 2026, and submit final reports, including financial documentation, by June 2, 2026. Ongoing compliance includes submitting bi-monthly progress and financial reports, attending two training workshops, and participating in a site visit. All materials produced must include an approved funding acknowledgment tag line and receive pre-approval from the Delaware Division of Public Health.
