This program provides targeted funding to county governments across Michigan to develop and implement critical incident mapping systems aimed at improving the preparedness and coordination of emergency response teams. It is structured as a competitive grant opportunity, with a maximum award of $25,000 per application and an allowance of up to three individual applications per county. The grant is designed to enhance the safety and response capabilities of local jurisdictions by funding the creation of detailed, accurate, and accessible maps of critical public infrastructure. These maps must be compatible with systems used by local, state, and federal public safety agencies, provided in printable formats, and include site-specific overlays such as floor plans, aerial imagery, labeling of key locations and assets, and a gridded coordinate system. All mapping must be verified for accuracy through an on-site walk-through and oriented to true north. The output is expected to help first responders quickly navigate buildings and surrounding areas during emergencies, improving operational efficiency and potentially saving lives. Eligible applicants are strictly limited to county governments within the state of Michigan. To qualify for funding, counties must ensure that their project plans meet a defined list of technical and informational criteria, such as inclusion of floor plans, labeling of utilities, trauma kits, hazards, and more. Additionally, the mapping output must align with specific format and labeling standards intended to maximize the utility of maps for emergency personnel. Applications must be submitted electronically by 12:00 p.m. EST on Wednesday, March 4, 2026. All components must be complete, including a signed application form, a project narrative with detailed descriptions of goals, activities, performance measures, and implementation plans, and a completed Budget Detail Worksheet. The narrative must follow specific formatting guidelines—double-spaced, 11-point Arial font, and not exceeding five pages. Once submitted, applications will undergo a competitive review based on multiple criteria, including project design and implementation quality, clarity of goals and impact, organizational capacity, and the strength and justification of the proposed budget. Scoring is divided across these areas, with higher points awarded to proposals with clearly defined strategies and measurable outcomes. Applications with incomplete information or that fail to follow instructions will be automatically rejected. Notifications of award or denial will be sent beginning April 1, 2026. Awarded projects must begin within 60 days of receiving the contract, and the grant period runs from June 1, 2026, through September 30, 2026. All grant-funded expenditures must adhere to the principle of non-supplanting—grant funds must augment, not replace, existing local or state funding.
