FY26 Vertical Prosecution2
This funding opportunity provides financial support to local and state government agencies in Arizona to establish vertical prosecution units that effectively investigate and prosecute auto theft crimes.
The FY26 Vertical Prosecution (Auto Theft) Program is administered by the Arizona Automobile Theft Authority (AATA) under the Department of Insurance and Financial Institutions (DIFI). This funding opportunity is designed to support vertical prosecution units focused on investigating and prosecuting auto theft crimes in Arizona. The goal is to reduce vehicle theft through effective, uninterrupted case management from investigation through conviction, maintaining continuity and consistency in handling complex cases. Funding for this program comes from the Automobile Theft Prevention Fund. A total of $1,362,093 is available in this cycle, with individual awards ranging from a minimum of $100,000 to a maximum of $400,000. The average award size is approximately $150,000. Six awards are expected to be granted. While matching contributions are not mandatory, they are strongly recommended and may be provided in cash or in-kind. Eligible applicants include local and state government agencies operating in Arizona. The program is specifically intended for agencies with the capability to manage vertical prosecution of auto theft cases. As a requirement, applicants must certify that AATA funds will not be used to supplant other state or local funding sources, ensuring that grant funds are supplemental in nature. The application period opens on May 1, 2025, and closes on May 30, 2025. Following the close of applications, all submissions will be reviewed and require approval by the AATA Board of Directors at their meeting scheduled for June 20, 2025, at 10:00 AM. Upon approval, contracts must be signed by an authorized representative from both the grantee and AATA’s Director before funds are disbursed. Agencies must report on their financial and performance activities either monthly or quarterly through the eCivis Grant Management System. The program is administered by Ann Armstrong, who serves as the program contact. She can be reached via email at ann.armstrong@difi.az.gov or by phone at 602-364-2892. The office is located at 100 N. 15th Avenue, Suite 261, Phoenix, AZ 85007. Financial Notes: Arizona Automobile Theft Authority - FY26 Vertical Prosecution (Auto Theft) Program.
