NSF Research: Computer and Information Science and Engineering Research Expansion Program
This funding opportunity is designed to help Minority-Serving Institutions enhance their research capabilities in computer and information science and engineering, fostering collaboration and increasing opportunities for historically marginalized groups in STEM fields.
The National Science Foundation (NSF) funding opportunity 24-536, titled "Computer and Information Science and Engineering Research Expansion Program," aims to expand research capacity at Minority-Serving Institutions (MSIs) in computer and information science and engineering (CISE). This program supports projects designed to increase CISE research activity at MSIs, helping them build the institutional infrastructure needed for successful applications to NSF’s core CISE programs. Additionally, it encourages collaborations between MSIs and non-MSI institutions to further foster a diverse research community and enhance opportunities in STEM fields for historically marginalized groups. Only accredited MSIs are eligible to apply as lead institutions, and institutions that have received more than $2 million from specific NSF CISE programs over the past five years cannot serve as lead institutions, though they may participate as collaborators. Proposals should be led by MSI faculty members serving as principal investigators, and projects should align with the program’s focus on developing a sustainable research presence in CISE disciplines within the MSI community. The estimated total program funding is $10 million, with approximately 20 awards expected. The funding specifics, including an award ceiling or floor, are not listed, allowing flexibility based on project scope and impact. Proposals are due by February 7, 2025, and applicants are encouraged to refer to the NSF publication for detailed application guidance and requirements.

Proposals may only be submitted by the following: CISE MSI promotes capacity building and institutional infrastructure development for CISE programs at MSIs, as well as partnerships between MSIs and non-MSIs across the nation. These activities are intended to be a driving force for strengthening and diversifying U.S. research and education pathways and providing historically marginalized communities new opportunities in STEM careers. Proposals may be submitted only by accredited Institutions of Higher Education (IHEs) that are recognized as Minority Serving Institutions. Institutions that have received NSF awards totaling more than $2 million dollars, within the past five years from the CISE programs listed in Section II combined, are not eligible to serve as lead institutions, but may participate as non-lead collaborators. (See Section II Program Description) Who May Serve as PI: A MSI faculty member should serve as the lead principal investigator(s) on any proposal submission.
