The Office for Victims of Crime (OVC), under the U.S. Department of Justice’s Office of Justice Programs (OJP), has released the Fiscal Year 2025 (FY25) Sexual Assault Nurse Examiner (SANE) Program Development and Operation Guide (Second Edition) funding opportunity. This Notice of Funding Opportunity (NOFO) is designed to support the comprehensive update and dissemination of the OVC SANE Program Guide to better align with current practices in forensic nursing and the needs of sexual assault survivors. With a total of $350,000 available, OVC expects to make one award under this cooperative agreement. The grant will have a period of performance of 36 months, with the anticipated start date being October 1, 2025. The primary objective of this funding opportunity is to update the SANE Program Guide so that it continues to serve as a vital resource for communities across the United States that are developing or improving SANE programs. The revised guide will include updates reflecting advancements in forensic nursing, national standards, and trauma-informed care practices. It is expected to cover areas such as survivor-centered protocols, multidisciplinary collaboration, follow-up services, and training strategies, among others. Deliverables include a comprehensive draft and final version of the guide, a dissemination plan, and resources for implementation. Eligible applicants include state, county, city, and township governments, federally and non-federally recognized tribal governments, public and private institutions of higher education, and nonprofits both with and without 501(c)(3) status. The program is available nationwide, and applications may include subrecipients, but only one entity may serve as the primary applicant. Cost sharing or matching funds are not required for this opportunity. Applicants must submit their SF-424 form in Grants.gov by August 15, 2025, at 11:59 p.m. Eastern Time and complete their full application in JustGrants by August 20, 2025, at 8:59 p.m. Eastern Time. Prior to submission, applicants must have a valid Unique Entity Identifier (UEI) and active registration in SAM.gov. Applications are submitted through a two-step process—first in Grants.gov and then in JustGrants—and must include several required components such as a proposal abstract, narrative, budget detail form, and financial disclosures. Evaluation of applications will begin with a Basic Minimum Requirements (BMR) review, followed by a peer review that evaluates the statement of the problem, project goals, implementation strategy, competencies, and budget. Final award decisions will be made by the Assistant Attorney General, considering strategic priorities, geographic distribution, and applicant risk assessments.
