The U.S. Department of Justice (DOJ), through the Office of Justice Programs (OJP) and specifically the Office for Victims of Crime (OVC), is offering funding under the FY25 Sexual Assault Nurse Examiner (SANE) Program Development and Operation Guide (Second Edition). This Notice of Funding Opportunity (NOFO) supports efforts to revise and enhance the existing OVC SANE Program Development and Operation Guide, a foundational resource for forensic nursing programs across the United States. The update will ensure the guide reflects current national standards, technological innovations, and trauma-informed care practices necessary for responding to sexual assault cases. This funding opportunity aims to produce an updated guide that remains practical, relevant, and comprehensive for new and existing SANE programs. Specifically, the recipient will consult subject matter experts across forensic nursing, legal services, law enforcement, public health, and victim advocacy. The revision must incorporate evidence-based practices, legal frameworks, protocols for post-exam care, and multidisciplinary collaboration models. The updated guide must also provide user-friendly tools such as checklists and templates to support implementation and training. The project is designed to span 36 months, beginning on or around October 1, 2025. A total of $350,000 is available, with an anticipated single award not to exceed this amount. This opportunity does not require cost-sharing or matching funds. Funds are to be used for eligible activities including guide development, expert consultations, stakeholder engagement, resource design, and dissemination through webinars or other media. Unallowable activities include those that violate federal immigration laws or infringe upon federal civil rights laws. Entities eligible to apply include state, county, city, and township governments; tribal governments (both federally and non-federally recognized); nonprofit organizations (with or without 501(c)(3) status); public and private institutions of higher education; and other general-purpose political subdivisions like boroughs, parishes, and towns. Only one organization can be the lead applicant; additional collaborators must be included as subrecipients. Applications must follow a two-step process: submission of the SF-424 form via Grants.gov by 11:59 p.m. ET on August 15, 2025, followed by submission of the full application in JustGrants by 8:59 p.m. ET on August 20, 2025. Both platforms require advance registration, including an active Unique Entity Identifier (UEI) through SAM.gov. Applicants are strongly advised to begin this process by August 1, 2025, due to verification timelines. Applications will be reviewed based on responsiveness to the NOFO, completeness, technical merit, and alignment with DOJβs mission, including public safety and victim services. Deliverables include a list of consulted experts, an outline and draft of the revised guide, a finalized guide, and a dissemination strategy. Recipients will be required to report quarterly on performance metrics through an online system and are expected to maintain compliance with all federal award conditions, including civil rights assurances.
