The William Penn Foundation (WPF) invites proposals for funding projects that increase access to caregiver supports and early learning opportunities for pregnant and parenting families with children aged 0 to 8 in Philadelphia. This initiative seeks to enhance families' abilities to promote healthy child development through interactive, intergenerational programming and early learning-focused services.
Eligible projects must include activities that develop caregivers' capacities to support children’s development across academic, social-emotional, and physical domains. Programs must also incorporate early learning components, such as literacy, STEM, math, or social-emotional learning, while providing necessary resources, supports, and referrals for families. Proposals should outline plans for regular programming, occurring at least six times, in accessible locations such as homes, libraries, recreation centers, healthcare settings, or community-based venues.
WPF has allocated $8 million to this objective, with a maximum of $800,000 per project available for direct expenses over three years. Programs must specifically serve Philadelphia residents and meet frequency and dosage requirements. However, funding cannot be used for physical health services, early intervention, mental or behavioral health services, or full-day childcare.
Eligible applicants include 501(c)(3) public charities, community organizations, schools, educational institutions, and government entities. Applications are due by January 31, 2025, and must detail how the proposed project will positively impact families with young children in Philadelphia.
