The Community Support Agency Grant (CSAG) Program is administered by the City of Newport News through its Department of Budget and Evaluation. The initiative is part of a broader municipal strategy to support local not-for-profit agencies that directly enhance the quality of life for residents through health, safety, education, nutrition, and social services. These grants serve as financial incentives for organizations to introduce new services, expand existing operations, or implement capital improvements that complement city initiatives without duplicating services already provided by the city, state, or federal government, or other large charities such as the United Way.
Funding is available for both capital and non-capital projects. Capital projects may include infrastructure upgrades, equipment purchases, or exceptional events that are unplanned, such as repairs due to natural disasters. Non-capital projects typically include ongoing or new service-oriented programs that benefit Newport News residents. Agencies must demonstrate that all other funding avenues have been exhausted and that requested services are not already fully met by existing programs. All awarded funds must be used strictly for the approved purpose; any unspent balance will revert to the city.
To qualify, applicants must be 501(c)(3) organizations legally recognized in Virginia. Their services must be directly accessible and measurable for Newport News residents. Agencies that already receive city funding for the same program or those primarily controlled by religious entities are ineligible. Applicants must also demonstrate fiscal responsibility and compliance with prior city grants, including submission of audits and financial reports. Grants cannot support political or religious advocacy.
The application process begins each October with a public notice, and full applications become available in November. The deadline for submission is December 12, 2025, by 5 PM. Late or incomplete applications will be disqualified. Required materials include IRS nonprofit determination, bylaws, mission statement, board list, and Virginia consumer registration if applicable. Some agencies may be called for an interview with the CSAG Review Committee.
Funding decisions are incorporated into the city’s annual budget cycle. Applications are reviewed in February, followed by budget hearings in April, and final budget adoption in May. Award letters are issued in June. Funding is disbursed quarterly, with compliance reporting required in Q1, Q3, and Q4. Q2 payments are issued automatically. Smaller grants under $5,001 may be paid in a lump sum. Any deviation in service delivery may affect future disbursements.
