Green Streets & Stormwater Infrastructure Mapping Grant Program
This program provides funding to New Jersey's county governments for developing sustainable stormwater management practices and mapping infrastructure to enhance resilience against flooding and environmental compliance.
The Green Streets & Stormwater Infrastructure Mapping Grant Program is administered by the New Jersey Department of Environmental Protection (NJDEP) using federal funds from the American Rescue Plan Act of 2021. The program supports all 21 counties in New Jersey in developing stormwater infrastructure resilience through green infrastructure initiatives and infrastructure mapping. The program's overarching aim is to promote sustainable, long-term stormwater management practices and meet mandated environmental compliance obligations at the county level. The funding, totaling $3,675,000, will be distributed equally among the counties, with each receiving a minimum of $175,000. This base amount includes $75,000 designated for green streets projects and $100,000 for stormwater infrastructure mapping. If fewer than 21 counties apply, the remaining funds will be proportionally distributed among those that do, with a cap of $350,000 per county. Of this maximum, $150,000 may be used for green streets and $200,000 for mapping. The funding may be used for planning activities related to green infrastructure on county roads located within overburdened communities as identified by the Environmental Justice Mapping, Assessment and Protection (EJMAP) Tool. For stormwater infrastructure mapping, funds can be used to fulfill the MS4 Infrastructure Map requirements under the Highway Agency MS4 permit. Grants can be used for both future and reimbursable past expenses, as long as they meet eligibility criteria. To receive the final disbursement of funds, a completed project plan or an MS4 Infrastructure Map—either complete or partial—must be submitted to NJDEP. Costs not deemed eligible by NJDEP must be returned. Initial disbursement is made upon execution of the grant agreement, and all awarded funds must be spent by September 1, 2026. Eligibility is restricted to the 21 county governments within the state of New Jersey. No municipalities, nonprofits, or private organizations are eligible. Counties are strongly encouraged to submit their applications as early as possible, as funds will be disbursed on a rolling basis. Applications are to be submitted through NJDEP’s SAGE online system. Each application must include all required materials for both green streets and stormwater infrastructure mapping components. Incomplete applications or those submitted after the August 1, 2025 deadline will be considered ineligible. Evaluation will be based solely on the completeness and compliance of submitted materials. All decisions regarding eligibility and distribution are at the discretion of NJDEP’s Division of Watershed Protection and Restoration.
