Build Kansas Fund
This program provides matching funds to Kansas communities for transformative infrastructure projects in areas such as water, transportation, energy, and broadband, helping them secure federal funding.
The Build Kansas Matching Fund, administered by the Kansas Infrastructure Hub, provides up to $200 million in state matching funds to support projects across Kansas funded through the Bipartisan Infrastructure Law (BIL), also known as the Infrastructure Investment and Jobs Act (IIJA). The Kansas Infrastructure Hub is a collaborative initiative coordinated by the Kansas Department of Transportation (KDOT) that brings together multiple state agencies to help Kansas communities secure and deploy BIL funding. Signed into law through Senate Bill 25 in May 2023, this one-time fund is authorized through State Fiscal Year 2027 (ending June 30, 2027). The program aims to accelerate local infrastructure development by assisting entities with the non-federal match portion required for many BIL-funded grants. Funding is specifically intended to support transformative community projects that improve water, transportation, energy, broadband, cybersecurity, and resilience infrastructure. To ensure geographic equity, the program aims to invest at least $10 million in each of the state’s Economic Development Districts (EDDs) and a designated district covering counties not otherwise assigned to an EDD. Eligible applicants include any entity that qualifies for a federal BIL grant with a required non-federal match. These include counties, cities, municipalities, tribes, nonprofits, for-profits, and educational institutions, among others. Projects must be physically located in Kansas, and for multi-state projects, awards are prorated based on the proportion of the project occurring in Kansas. Applicants must provide a local cost share—typically around 5% of the required non-federal match—either in cash or in-kind contributions unless granted an exception with written justification. Applications are accepted on a rolling basis through Submittable and must be submitted before the federal grant’s deadline. Applicants must include either a draft of their BIL grant application or a two-page executive summary outlining the project’s description, needs addressed, goals, collaborators, budget, and expected outcomes. The application process includes seven sections: application information, eligibility criteria, federal grant information, match funding request, means test, supporting documents, and terms. Applications are reviewed first by the Kansas Infrastructure Hub, then recommended by a Steering Committee composed of state agency leaders. Final advisement is provided by a nine-member legislative Advisory Committee before awards are approved by the State Treasurer. Notifications are sent via Submittable. Once both the Build Kansas and BIL applications are approved, applicants must upload the federal award notice and grant agreement to receive disbursement. Reporting requirements include submission of all federally required reports to the Kansas Hub via Submittable. While there is no stated minimum or maximum award size, each Build Kansas application is capped at $20 million per project.
