BJA FY25 State and Local Anti-Terrorism Training (SLATT) Program Training and Technical Assistance

The Bureau of Justice Assistance (BJA), a component of the U.S. Department of Justice's Office of Justice Programs, has announced a funding opportunity through the State and Local Anti-Terrorism Training (SLATT) Program Training and Technical Assistance initiative. This program is aimed at equipping state, local, and tribal law enforcement agencies and prosecutors with the specialized knowledge and resources necessary to effectively detect, investigate, and prevent acts of terrorism and targeted violence. The BJA, in line with the Department of Justice’s broader mission, provides leadership and funding to support public safety efforts and address pressing issues such as violent crime, civil rights protections, and the opioid crisis. The SLATT Program is designed to provide high-quality training and technical assistance (TTA) to law enforcement officers and prosecutors. The training covers a wide array of activities including live, online, and self-paced instructional courses on terrorism prevention and detection; development of multimedia resources like webinars and podcasts addressing emerging threats; and technical support for agencies establishing in-house anti-terrorism training programs. Additionally, the program includes the dissemination of publications such as bulletins and pocket guides, maintenance of a secure website with training resources, and regular reporting on agency engagement and training effectiveness. To be eligible, applicants must be either nonprofit or for-profit organizations, including small businesses. Nonprofit organizations can include those with or without 501(c)(3) status, as long as they are not institutions of higher education. Only one application is allowed per applicant, though the application may include multiple project partners. However, only one entity may serve as the primary applicant, with others listed as subrecipients. Importantly, this program does not require cost sharing or matching funds, thus lowering financial barriers for applicants. The anticipated total amount available under this funding opportunity is $2,000,000, with a single award expected. The maximum award per recipient is also $2,000,000. The performance period for the award is anticipated to begin on October 1, 2025, and run for 18 months. The opportunity was released on March 18, 2026, and applications must be submitted in two parts: the SF-424 form via Grants.gov by April 10, 2026, and the full application via JustGrants by April 17, 2026. All applicants must register with SAM.gov and maintain an active registration throughout the award period. The application process includes submission of a proposal narrative, budget detail form, abstract, and other supporting documentation through JustGrants. The proposal narrative must address the need for the project, detailed plans for implementation, organizational capacity, and sustainability plans. Evaluation criteria include alignment with DOJ priorities such as combating violent crime and supporting law enforcement operations. Applications are reviewed based on responsiveness, merit, and risk assessments, and awards will be made by the Assistant Attorney General. Comprehensive support is available to applicants through the OJP Response Center and technical helpdesks for SAM.gov, Grants.gov, and JustGrants. All award recipients must comply with reporting requirements, including quarterly financial reports and semi-annual performance updates. Future continuation funding may be available depending on performance and appropriations. The selected organization will be expected to maintain SLATT’s national role in preparing law enforcement professionals for the ongoing and evolving threat of terrorism and targeted violence.
