The New Jersey Green Workforce Training Grant Challenge Phase 2 is a competitive funding initiative administered by the New Jersey Economic Development Authority (NJEDA) to bolster workforce development within the state’s growing green economy. This grant program provides up to $4 million in total funding, with individual grant awards ranging from $500,000 to $800,000. The program specifically targets training programs that serve high-growth occupations in green sectors and prioritizes participation from New Jersey’s Overburdened Communities, as defined by the state's Environmental Justice Law. The funding stems from a Memorandum of Understanding between NJEDA and the New Jersey Department of Environmental Protection (NJDEP), with the goal of strengthening a diverse and inclusive green economy workforce. Eligible applicants include a broad range of entities capable of designing and executing workforce training programs. These include community-based organizations (CBOs), workforce training organizations, labor unions, technical high schools, county colleges, regional workforce development boards, non-profits, and private companies. However, non-CBO applicants are required to include a 501(c)(3) CBO partner with demonstrated experience serving New Jersey Overburdened Communities. Applicants must be in substantial good standing with both the NJ Department of Labor and Workforce Development and, where applicable, the NJDEP. The grant supports programs that implement or expand training pathways for green economy occupations, such as electricians, plumbers, HVAC mechanics, construction laborers, construction managers, solar photovoltaic installers, and others as outlined by specific 6-digit SOC codes. Training programs must align with key industry areas including renewable energy, green infrastructure, energy efficiency, clean transportation, grid resilience, and green design and construction. Programs are required to provide direct workforce training, access to credentials, and wraparound services such as childcare, career services, transportation, and mentorship. At least three months of career readiness and job placement services are mandatory following program completion. The application window opens February 19, 2026, and closes April 20, 2026. Applications must be submitted via NJEDA’s online application portal. A minimum score of 80 out of 100 is required for consideration, with applications reviewed and scored based on criteria such as program alignment with green economy needs, service to Overburdened Communities, wraparound supports, prior experience, and budget planning. Awards will be geographically distributed across North, Central, and South Jersey regions, ensuring equitable access statewide. Grant funds may be used for planning, soft launch, capital expenditures, and implementation activities. Up to 10% may be used for indirect costs, and up to 30% for construction costs. Disbursements occur in three stages based on achievement of key milestones such as program launch, participant completion, and job placement. Final reporting is due 120 days after the project term ends, with the entire grant term capped at 36 months plus a 180-day closeout period. Grantees must adhere to quarterly reporting, GAAP standards, branding approval, and potential audits.
