Grant Description

The Office of Juvenile Justice and Delinquency Prevention (OJJDP), part of the U.S. Department of Justice’s Office of Justice Programs, administers the Juvenile Drug Treatment Court (JDTC) Program to support local efforts aimed at reducing substance use and associated behaviors among youth involved in the juvenile justice system. The program’s mission is to improve outcomes for youth with substance use disorders or co-occurring substance use and mental health disorders by providing funding to states, state and local courts, units of local government, and federally recognized Tribal governments. This grant opportunity aligns with the Department of Justice’s broader commitment to public safety, civil rights, and protecting American youth. The FY25 JDTC Program offers funding under two primary categories. Category 1 focuses on the planning and implementation of new JDTCs, providing up to $1,000,000 per award. Category 2 is aimed at enhancing existing JDTCs, with an award ceiling of $825,000. Each category is designed to support jurisdictions in either establishing a new JDTC or improving their current operations to expand and enhance service delivery to youth. Both funding tracks are intended to reduce recidivism and substance abuse through integrated judicial supervision and treatment services. The total anticipated funding under this opportunity is $4,475,000, with an expected five awards in total. To qualify, applicants must be eligible government entities including state, county, city, or township governments, or federally recognized Native American Tribal governments. Only one entity may apply per project, though subrecipients are allowed. This grant requires a 25% match, which may include cash or in-kind contributions such as services, facilities, or supplies. Recipients must provide mandatory periodic drug testing, court-supervised treatment services, and use evidence-based practices as defined by statute. The use of funds must adhere to federal guidelines, and applicants must ensure compliance with all civil rights requirements. The application process involves a two-step submission: first, the SF-424 form must be submitted via Grants.gov by April 27, 2026, followed by a full application submission in JustGrants by May 4, 2026. There are no pre-application requirements such as concept papers or letters of intent. However, Category 1 applicants must submit signed or draft letters of commitment from key drug court team members, including judges, prosecutors, defense attorneys, treatment providers, coordinators, law enforcement, and community supervision personnel. The full application includes a proposal narrative, budget detail form, resumes of key personnel, and a timeline of milestones. Applications are reviewed for basic minimum requirements before undergoing merit review. Key evaluation criteria include problem statement clarity, alignment of goals and objectives with program purpose, quality of project design and implementation plan, organizational capabilities, and budget reasonableness. Final award decisions will consider geographic distribution, strategic priorities, and available funding. All selected recipients must submit quarterly financial reports, semiannual performance reports, and comply with relevant audit and evaluation requirements. The anticipated period of performance begins on October 1, 2025, and lasts for 36 months. This grant program is issued on a recurring basis, and future cycles are likely, with the next expected application window in Spring 2027. Technical support is available through the OJP Response Center and associated helpdesks for Grants.gov, JustGrants, and SAM.gov. Award notifications will be made through JustGrants, with successful applicants required to accept their award packages within 45 days.
