The RAP Program supports three primary project types: real estate rehabilitation and development, individual public place-based infrastructure improvements, and subgrant-funded façade or public infrastructure programs. Grants under this program are structured as performance-based reimbursements with two disbursement phases—initial and upon project completion—based on the achievement of defined milestones. Eligible applicants vary by project type but include individuals, private developers, nonprofits, municipalities, Downtown Development Authorities, Land Bank Fast Track Authorities, and other MEDC-approved entities. Projects must contribute to designated revitalization zones and align with local planning and economic development strategies. All applicants must provide letters of support from regional economic development organizations and high-ranking municipal officials, confirming readiness and commitment to long-term maintenance, particularly for infrastructure projects. Funding levels depend on the project's category and potential impact. Real estate projects may receive up to $1.5 million or 50% of eligible costs, while projects with extraordinary economic development benefits may be eligible for awards up to $5 million. Infrastructure projects generally range from $500,000 to $1 million, and subgrant applications for façade improvements may request up to $500,000 per subrecipient. The MEDC evaluates applications based on financial need, project viability, community impact, and alignment with broader development goals. Funding rounds are determined by MEDC, though some applications may be accepted on a rolling basis depending on funding availability. All funded projects are subject to agreement terms that include compliance with state guidelines, milestone tracking, and reporting for legislative oversight.
