Community Accelerated Mobility Project (CAMP)

The Community Accelerated Mobility Project (CAMP) is a grant initiative administered through a partnership between the Community Access Enterprise (CAE) and the Colorado Energy Office (CEO). CAMP is designed to support community-led mobility programs that address unique transportation needs by incorporating electric mobility solutions. Electric mobility, as defined by the program, includes any form of transportation that relies either partially or fully on electricity for propulsion. This funding initiative supports Colorado's broader efforts to expand clean transportation options, reduce greenhouse gas emissions, and promote equitable access to emerging mobility technologies. CAMP consists of two distinct funding phases: the Technical Readiness Planning Phase and the Implementation Phase. The Planning Phase is aimed at helping communities prepare for the deployment of electric mobility solutions through activities such as stakeholder engagement, research, and plan development. These grants can fund preliminary work needed to create a solid foundation for project implementation. The Implementation Phase provides larger-scale funding to execute community e-mobility projects, which may include capital procurement and operations necessary for deployment. Notably, receiving a Planning grant is not a prerequisite for applying for Implementation funding, and securing a Planning grant does not guarantee future funding under the Implementation Phase. Each phase of CAMP funding has its own application cycle, with one to two rounds expected annually. While applications are currently closed for both phases, CAE and CEO have stated that the next Technical Readiness Planning Phase is anticipated to open in 2025, and the next Implementation Phase is expected in 2026. The grant amounts vary by phase: Planning grants offer up to $75,000 per project, while Implementation grants may provide up to $1,500,000. A minimum cost match of 5% is required for all grants under this program. The application process for each phase follows the structure and requirements outlined in previously released Requests for Applications (RFAs), which are available for review to help applicants prepare in advance. Eligible applicants for CAMP funding include local, county, and tribal governments, community-based organizations, nonprofit organizations, schools, school districts, and universities. The program also encourages collaborative partnerships across both public and private sectors to enhance project outcomes. These partnerships are intended to leverage shared resources and community engagement for the successful design and implementation of electric mobility solutions. The application portal is not currently open, and no pre-application deadlines have been announced. Interested parties are encouraged to prepare by reviewing past RFAs and sign up for updates directly through the CEO's website. Application questions from previous years are available and provide additional guidance on eligibility, evaluation criteria, and proposal expectations.
