Grant Description

The Community Accelerated Mobility Project (CAMP) Implementation Phase is a competitive grant program offered through a partnership between the Community Access Enterprise (CAE) and the Colorado Energy Office (CEO). This initiative stems from Senate Bill 21-260, a legislative effort signed into law in June 2021 by Governor Polis to promote sustainable transportation systems across Colorado. The bill established several enterprises, including the CAE, to manage transportation electrification. CAMP is one of CAE's strategic initiatives, aiming to support the equitable adoption of electric mobility (e-mobility) solutions—such as electric vehicles, e-bikes, and electric shuttles—within Colorado communities. With approximately $310 million expected in funding over a decade for the CAE, CAMP plays a crucial role in building accessible, community-focused transportation options that reduce environmental and public health impacts. The CAMP program is structured in two phases: the Technical Readiness Planning Phase and the Implementation Phase. This specific opportunity is for the Implementation Phase, which provides funding of up to $1,000,000 per project to execute community mobility programs that incorporate an e-mobility component. Projects may include electric carshares, e-bike libraries, and shuttle or vanpool services. However, projects solely focused on charging infrastructure or hard infrastructure improvements like sidewalks and bike lanes are not eligible. Implementation funding covers both capital expenditures—such as vehicle procurement and site setup—and operational costs, including insurance, community engagement, training, and ADA compliance. Administrative costs may be included but are capped at 15% of the total award. Applicants must be local, county, or tribal governments, nonprofit organizations, schools, school districts, or universities. Partnerships with other public and private entities are strongly encouraged. A minimum 5% cash match is required, though applicants who previously received Technical Readiness Planning Phase grants can apply their prior match to offset this requirement. All applicants must be capable of managing the full project scope and are responsible for overseeing all reporting and deliverables. To apply, eligible entities must submit a digital application in both Word and PDF formats via email to [email protected] no later than 5:00 PM MT on March 30, 2026. Hard copy submissions will not be accepted. Required components include an executive summary, a detailed project narrative, documentation of community engagement, a project schedule and budget, and evidence of strong partnerships. Additional attachments include letters of support, draft service solicitations, and documentation verifying the lead applicant's eligibility and registration status with the Colorado Secretary of State. Projects will be evaluated on eight criteria, including equity considerations, community engagement, team structure, and the strength of the proposed budget. Emphasis will be placed on serving Disproportionately Impacted Communities (DICs), which can be identified using the Colorado Transportation Equity Screening Tool. Evaluation will occur from March 31 to April 30, 2026, with award notifications expected around May 12, 2026. Once awarded, projects are expected to be completed within three years of contract execution, though the maximum period of performance is four years. This Implementation Phase round is part of an ongoing annual funding cycle anticipated to continue under CAE’s Ten-Year Plan. The next round of the Technical Readiness Planning Phase is expected to open in 2026, with an exact date to be determined. Monthly reporting and check-ins with CAE/CEO are mandatory, and any income generated from CAMP-funded projects must be reinvested back into the project. All deliverables must adhere to the State of Colorado’s Accessibility Standards and comply with the Americans with Disabilities Act.
