Community Accelerated Mobility Project (CAMP)

The Community Accelerated Mobility Project (CAMP) is administered through the Community Access Enterprise in partnership with the Colorado Energy Office. This program is part of Coloradoโs broader statewide efforts to expand equitable transportation options and to meet goals for emissions reductions. The initiative funds projects that are led by local governments, tribal governments, nonprofits, community-based organizations, and educational institutions that demonstrate unique community needs tied to electric mobility. By prioritizing e-mobility, CAMP seeks to expand the reach of electric-powered transportation solutions across diverse communities, especially those that may otherwise lack access to emerging clean energy technologies. CAMP is structured as a two-phase funding program. The first, known as the Technical Readiness Planning Phase, provides support of up to $75,000 per project. This phase enables applicants to plan and prepare projects through stakeholder engagement, research, and the development of community-specific plans. While a planning phase grant is not required to pursue funding for the Implementation Phase, it can help organizations strengthen their proposals and readiness for larger-scale execution. Importantly, a planning grant does not guarantee an award under the implementation phase. The second phase, the Implementation Phase, offers up to $1,000,000 per project. This funding supports the execution of community mobility projects, including capital purchases and operational costs directly tied to advancing electric transportation. The goal is to ensure communities can implement viable solutions such as electric transit, shared mobility systems, or other innovative models that reduce reliance on fossil fuels and increase community access to electric options. Awards under this phase allow for substantial deployment of infrastructure or services that are community-led and contextually relevant. The program requires a minimum five percent cost match from applicants, ensuring that communities and partner organizations contribute resources toward project success. Partnerships with other entities, including private and public sector groups, are encouraged to strengthen proposals and broaden the impacts of funded projects. While CAMP does not stipulate a specific number of awards, both funding tiers are expected to be available annually under the CAEโs Ten-Year Plan. This predictable cycle provides applicants with opportunities to apply in successive rounds if needed. Applications are currently being accepted for the Technical Readiness Planning Phase, with a closing deadline of October 24, 2025, at 5:00 PM Mountain Time. Questions from prospective applicants were accepted until September 12, 2025, and responses are posted publicly. Implementation Phase applications are anticipated to reopen in January 2026, and future rounds are expected on an annual basis. This recurring schedule offers a consistent timeline for organizations to plan and prepare proposals.
