They must also demonstrate the ability to serve distressed communities within Charlotte and articulate a structured plan for delivering services, including training, device distribution, and sustained technology adoption. Priority populations include low-income households, older adults, formerly incarcerated individuals, veterans, persons with disabilities, limited English speakers, and racial or ethnic minorities. The application period for the current cycle opens on October 1, 2025, at 8:00 AM EST and closes on November 21, 2025, at 5:00 PM EST. Applications will be reviewed starting November 24, with grantee selection occurring in December 2025. First grant payments are scheduled for January 2026. Technical support is available through FORWARD for issues related to the application platform, while BLWall Consulting provides assistance with eligibility and program questions.
