Countering Iran and DPRKs WMD, Nuclear, Ballistic Missile, and Drone Proliferation

The U.S. Department of State’s International Security and Nonproliferation Office of Cooperative Threat Reduction (ISN/CTR) administers the Counterproliferation and Sanctions Enforcement (CASE) program to enhance global capacities to counter Iran and the Democratic People's Republic of Korea’s (DPRK) proliferation of weapons of mass destruction (WMD), ballistic missiles, nuclear technology, and drones. This funding opportunity, identified by opportunity number DFOP0017260, supports projects that implement and enforce U.S. and international sanctions and disrupt activities that facilitate the development and spread of WMDs by Iran and DPRK. The program funds projects that aim to improve partner nations’ and private sectors’ ability to detect, disrupt, and prevent sanctions evasion by these nations. These initiatives include training and capacity-building for counter-proliferation finance, enhancing maritime sanctions enforcement, and countering cyber-enabled thefts and laundering of virtual assets. Activities focus on multiple regions, including Africa, East Asia Pacific, Europe, the Near East, South and Central Asia, and the Western Hemisphere. Eligible applicants include a wide range of U.S. and foreign-based organizations such as for-profits, nonprofits, academic institutions, public international organizations, and foreign public entities. Applicants must have a Unique Entity Identifier (UEI) and active registration in SAM.gov. Matching funds are not required, though voluntary cost-share is permitted. Each applicant may submit one application, which may include multiple projects. Applications are to be submitted via Grants.gov unless applying for Inter-Agency Agreement (IAA) funding, which should be submitted via specified email addresses. Applications are due by July 30, 2025, at 11:59 P.M. EDT, with projects anticipated to start on January 1, 2026. Projects should be completed within 15 months, and awards may range from $250,000 to $1,000,000. Approximately 10 awards are expected, subject to funding availability totaling $12.5 million. Proposals must include specific forms (e.g., SF-424, SF-424A), a summary page, project narrative, key personnel documentation, a monitoring and evaluation plan, and a detailed budget. Proposals are evaluated based on criteria including project quality and feasibility, organizational capacity, program planning, financial cost-effectiveness, monitoring and evaluation planning, and sustainability. The review process includes a technical eligibility review followed by a merit-based panel review. The final award decision will be made by ISN/CTR senior officials and is subject to available funds.
