The Blueprint to Build Grant Program, administered by the Kansas Department of Commerce, is a funding initiative aimed at assisting small Kansas communities in constructing new community centers. The program leverages pre-designed architectural blueprints, already paid for with Community Development Block Grant (CDBG) planning funds, to eliminate the high costs and long timelines typically associated with custom facility design. These modern, energy-efficient designs help communities create functional public spaces that benefit low- to moderate-income (LMI) residents, align with HUD national objectives, and promote community resilience and well-being.
The grant supports construction using one of three pre-approved layouts—small (5,185 sq ft), medium (16,745 sq ft), or large (23,950 sq ft)—each offering a range of features including multipurpose rooms, serving kitchens, fitness centers, lobbies, storm shelters, and optional gyms or pools. The designs also incorporate solar energy and durable finishes. While major design changes are not permitted, minor modifications may be approved on a case-by-case basis if funded locally. The maximum awards are $2.5M for small, $3.25M for medium, and $4M for large centers, with applicants responsible for funding the remainder of total project costs.
Eligibility is limited to incorporated cities and counties in Kansas that do not receive HUD CDBG entitlement allocations. A minimum population of 1,250 and at least 51% LMI beneficiaries are required. Eligibility can be demonstrated using HUD data or an approved income survey. Applicants must first submit a pre-application form to verify qualifications and readiness. Upon approval, they receive bridging design documents to support development of a Preliminary Engineering or Architectural Report, which is required for full application.
Applications are evaluated based on project need, readiness, community impact, sustainability, and matching fund sources. Additional points are awarded for projects with private matching funds and for applicants who have not received recent CDBG funding for related programs. Public participation is required, including two public hearings, one prior to submission and one after project completion. Notices must be published in advance, and community input must be actively solicited.
Final applications must include a comprehensive documentation package including environmental reviews, budget forms, operation plans, and official resolutions. The application portal is open through October 16, 2026, with reviews conducted monthly. Grants operate on a two-year cycle, with design and construction typically occurring more rapidly due to pre-existing plans.
