Science and Technology Projects Related to Coal Mining and Reclamation; Applied Science Projects

The Office of Surface Mining Reclamation and Enforcement (OSMRE) has announced the FY25 Applied Science Program to advance scientific and technological solutions addressing coal mining and land reclamation issues. With a total funding of $1.6 million, the program is designed to improve public and environmental health by supporting innovative applied science projects. It is expected to make eight awards, each ranging from $100,000 to $200,000, with no cost-sharing requirement. The performance period is anticipated to begin on July 21, 2025, and extend for two years. The program focuses on advancing technologies to mitigate acid mine drainage, improving methods for locating underground mines, enhancing reforestation and reclamation techniques, and addressing methane emissions from abandoned mine sites. Additional priority areas include assessing the potential for economically viable extraction of critical minerals from coal mine waste, applying remote sensing technologies for reclamation monitoring, and developing software for estimating peak settleable solids during mining operations. The program emphasizes real-world applications and measurable benefits to environmental and community safety. Eligible applicants include state and local governments, federally recognized tribal governments, higher education institutions, nonprofit organizations, and for-profit entities other than small businesses. Applicants must register in SAM.gov and provide proof of eligibility, such as IRS 501(c)(3) certification or a tribal resolution. Applications must be submitted through Grants.gov by March 21, 2025, at 11:59 p.m. ET. Required documents include the SF-424 application form, a project narrative, budget narrative, and supporting forms such as SF-LLL for disclosure of lobbying activities, if applicable. Applications will be evaluated through eligibility and merit reviews. The merit review process considers the project’s technical merit, alignment with Surface Mining Control and Reclamation Act (SMCRA) goals, potential for technology transfer, and adherence to submission guidelines. Projects will be scored on their scientific value, innovation, practicality, and ability to achieve tangible outcomes that improve mining and reclamation practices. The program also emphasizes the inclusion of students and plans for disseminating findings through publications or presentations. Award notices will be issued electronically through GrantSolutions or email. Recipients must comply with federal reporting requirements, including submitting financial and performance reports and providing public access to non-sensitive data collected. Projects involving geospatial data must adhere to federal metadata standards and assess existing data resources before collecting new information. All research must comply with national policies and DOI terms and conditions.
