Improving Mental Health and Engagement in Care Among People with HIV Implementation Technical Assistance Provider

The Health Resources and Services Administration (HRSA) is offering a funding opportunity under the Ryan White HIV/AIDS Program (RWHAP) Part F: Special Projects of National Significance (SPNS) Program. This grant aims to support the implementation of evidence-based interventions that improve mental health and engagement in HIV care for people with co-occurring HIV and mental health conditions. The program focuses on individuals who are out of care or face barriers to retention in care, particularly those eligible for RWHAP services. The initiative will fund one Implementation Technical Assistance Provider (ITAP) to lead efforts in adapting interventions, selecting implementation sites, issuing subawards, and providing technical assistance. The ITAP will work closely with an Evaluation Provider (EP), funded under a separate NOFO (HRSA-25-059), to ensure alignment between implementation and evaluation activities. The ITAP will be responsible for identifying and adapting culturally responsive interventions, issuing up to ten subawards to implementation sites, and providing continuous technical assistance to these sites. The ITAP must ensure fidelity to intervention models, provide training, and track implementation progress. Additionally, the ITAP will work with the EP to develop a multisite evaluation plan and create user-friendly multimedia materials for dissemination. These materials will help other RWHAP organizations replicate effective interventions. Eligible applicants for this funding opportunity include domestic public and nonprofit private entities, such as state and local governments, academic institutions, nonprofit hospitals, outpatient clinics, and community health centers receiving support under Section 330 of the Public Health Service (PHS) Act. Faith-based and community-based organizations, as well as Indian tribes or tribal organizations, are also eligible to apply. Individuals are not eligible. Applicants must comply with all federal regulations and ensure timely submission of required documentation. The total funding available for the four-year project period is $2,250,000 in Year 1, $4,000,000 per year for Years 2 and 3, and $2,750,000 in Year 4. The program will support one cooperative agreement, and funding is contingent upon congressional appropriations. The period of performance is from August 1, 2025, to July 31, 2029. There is no cost-sharing requirement, and matching funds are not necessary. Applications must be submitted through Grants.gov by March 18, 2025, at 11:59 PM Eastern Time.
