South Carolina Opioid Recovery Fund – Discretionary Subfund Grant
This funding opportunity provides financial support to various organizations in South Carolina that are implementing evidence-based strategies to combat the opioid epidemic in the state.
The South Carolina Opioid Recovery Fund Board (SCORF) administers the South Carolina Opioid Recovery Fund, which was created to allocate proceeds from opioid-related legal settlements to programs and organizations that combat the opioid epidemic within the state. The Fund is structured into two distinct components: the Guaranteed Political Subdivision (GPS) Subfund and the Discretionary Subfund (DSF). While the GPS Subfund is designated for counties and municipalities named in settlement agreements, the Discretionary Subfund is available to a broader array of entities contributing to opioid abatement efforts across South Carolina. The Discretionary Subfund supports initiatives that implement evidence-based strategies as defined in the List of Approved Opioid Remediation Uses. Eligible applicants include state agencies, local governments, nonprofits, healthcare providers, educational institutions, and other qualified entities that are actively addressing the opioid epidemic. Applicants must be registered and in good standing with the State of South Carolina, either as a business or as a nonprofit. Projects must provide benefits to South Carolina residents and cannot use awarded funds to replace existing local, state, or federal funding. Applications must be submitted through the SCORF Grant Management System. For the 2026 funding cycle, the application portal for Discretionary Subfund grants is open from April 1, 2026, through May 31, 2026. The proposed project period runs from October 1, 2026, through September 30, 2027. Applicants are required to complete an online form, provide details about their organization, requested funding, and submit a technical proposal. This proposal must address the chosen abatement strategy, provide qualifications and experience, as well as detailed budget and narrative documents. Failure to meet the technical requirements will result in disqualification from board review. All approved recipients will be required to enter into a funding agreement that outlines conditions regarding financial management, compliance, performance measurement, reporting, and allowable use of funds. Specific penalties may be enforced for misuse of awarded funding. Applicants are also expected to submit performance data based on the selected abatement strategy, aligning with SCORF's evaluation standards. This grant opportunity is not recurring on a fixed annual basis but follows a structured timeline with defined open and close dates for each round. There are no rolling submissions. Applicants are encouraged to prepare early to meet technical proposal expectations and ensure eligibility criteria are clearly satisfied. Submissions that align closely with approved remediation strategies and demonstrate capacity and readiness for implementation are more likely to be competitive.
