Grant Description

The Fairview Trust Fund supports the creation of integrated housing solutions for individuals with intellectual and developmental disabilities (IDD) in Oregon. The fund operates under the stewardship of the Oregon Community Foundation and is advised by a dedicated Advisory Board. The primary objective of the Fairview Trust is to expand access to affordable, accessible, and integrated housing options for people with IDD. Specifically, the fund aims to facilitate the development of 250 new housing units by the year 2030, with a particular emphasis on ensuring that at least 25% of these units are located in rural or underserved areas. The 2025 grant cycle is now open, with a final application deadline of August 1, 2025. Projects funded through the Fairview Trust must support community integration, independent living, affordability, accessibility enhancements, and implementation of Universal Design. Community integration involves embedding IDD-designated units (typically 8–20%) within a broader housing complex or neighborhood, avoiding clustering or segregation. Independent living projects must enable residents with IDD to manage their lives with minimal support, and applicants should demonstrate current or planned partnerships with certified local IDD service providers in Oregon. The fund defines affordability as serving households earning at or below 80% of Area Median Income (AMI), though priority is given to those targeting 50% AMI or lower, and ideally 30% AMI. Accessibility improvements are encouraged to exceed federal and state standards, and projects employing Universal Design principles are preferred. These principles promote environments usable by all people, regardless of ability, and include elements such as equitable use, intuitive design, and flexibility. Applicants may seek funding for either shovel-ready capital projects or early-stage development activities. Shovel-ready applications should have at least 80% of total financing secured or clearly identified, including funds in underwriting. Projects must prioritize individuals with IDD who are receiving developmental disability services. Early-stage support is designed to help agencies form partnerships, assess feasibility, and build internal capacity for future housing development aligned with the Trust’s objectives. Eligibility is limited to nonprofit organizations, though collaborations with for-profit developers or owners are permissible. Group homes or intentional clustering of individuals with IDD are explicitly disallowed. While some adjacency of similar unit types may occur due to design or availability, the program prohibits configurations that segregate IDD individuals from the broader community. Applications will be evaluated using both qualitative and quantitative criteria by the Fairview Trust Advisory Board. Final funding decisions will be made by the Oregon Community Foundation’s Board. Applicants must submit a capital project budget, an estimated operating budget, a list of current board members with bios, audited financial statements, and a 501(c)(3) IRS tax-exemption letter.
