Social Service Grant
This funding program provides financial support to nonprofit organizations that deliver essential social services to residents of Naperville, Illinois, with a focus on areas such as emergency assistance, mental health, and support for seniors, youth, and individuals with disabilities.
The City of Naperville’s Social Service Grant (SSG) is an annual funding program designed to enhance the delivery and expansion of social services to residents of Naperville, Illinois. Administered by the Community Services Department, the SSG program provides financial assistance to nonprofit organizations, specifically those holding 501(c)(3) status or recognized by the State of Illinois as nonprofit entities. In 2024, the total grant fund was increased to $750,000, with $250,000 of that specifically allocated for mental health services, a designated funding priority for the 2026 grant cycle. The core objective of the SSG is to address perceived needs or problems within the community through structured support in five key areas: emergency services, seniors, self-sufficiency, special populations (including individuals with disabilities), and youth. Transportation-related assistance is prioritized across all five areas and can include public transit subsidies, gas voucher programs, and taxi assistance. Services supported through this grant must directly benefit Naperville residents and align with one or more of the identified strategic objectives. Eligibility requirements include demonstrating the provision of direct service to Naperville residents, aligning activities with the grant’s objectives, showcasing the necessity of City funding, and maintaining ongoing fundraising efforts. Organizations must also agree to all terms outlined in the 2026 SSG Grantee Manual, which details requirements for scope of work, recordkeeping, allowable reimbursements, and amendment procedures. The 2026 grant application cycle opens on September 11, 2025, in conjunction with a pre-application information session held at Naperville’s Municipal Center. Applications are due by October 10, 2025, at 5:00 p.m. Following an internal evaluation process, funding decisions are scheduled for approval by City Council on December 16, 2025. The official grant year begins on January 1, 2026, and ends December 31, 2026. Grantees must not begin incurring reimbursable costs prior to the completion of a signed agreement with the City. Funding is provided on a reimbursement basis, requiring applicants to track eligible costs and submit appropriate documentation for approval. All grantees are required to submit a final program and financial report by December 31 or within 30 days of project completion, whichever is sooner. Reporting compliance is mandatory for continued eligibility in future funding cycles. Applicants who are not selected for funding are encouraged to engage with City staff for feedback and assistance with future applications.
