The Homes for Heroes grant is administered by the Arizona Department of Veterans’ Services (ADVS) as part of the State of Arizona’s investment in veteran homelessness reduction. Through this initiative, ADVS will direct $750,000 in state funds to support service providers who can deliver comprehensive, place-based housing solutions to literally homeless veterans. This program is designed to meet not only the immediate need for housing but also to provide wraparound support services that address the root causes of homelessness among veterans. The grant program prioritizes transitional housing situated in veteran-focused communities. Place-based housing integrates treatment and support for addiction, mental health, abstinence orientation, recovery, reintegration for formerly incarcerated veterans, employment readiness, and benefit acquisition. This approach ensures that veterans receive holistic care to improve long-term stability. By focusing on social determinants of health alongside housing, the program aims to prepare veterans to assume leases or mortgages and transition successfully into permanent housing. ADVS has placed emphasis on reducing barriers to both treatment and housing access. Providers that offer same-day medical detoxification services or immediate placement into housing will receive preference in award consideration. An additional preference will be given to providers who are able to accommodate veterans’ pets, removing a barrier that often prevents veterans from seeking housing. By prioritizing immediate care and stabilization, ADVS intends to help the most at-risk veterans move quickly off the streets and into safe, supportive environments. The overall purpose of this grant is not simply to provide temporary relief but to break the cycle of homelessness for Arizona veterans. ADVS has explicitly stated that it seeks to go beyond “housing first” approaches by requiring providers to conduct thorough needs assessments to ensure that each veteran receives the right service at the right time. This comprehensive approach addresses both the short-term and long-term needs of veterans, with the ultimate goal of reducing the inflow of homelessness while supporting lasting stability and independence. Eligible applicants include 501(c) charitable organizations, local governments, consortia, Native American tribes, state governments, school districts, and private sector entities, including for-profit organizations. ADVS particularly prefers grantees whose missions align closely with serving Arizona’s veterans. Collaboration is encouraged, and applicants are urged to form partnerships that will strengthen the delivery of services.
