The U.S. Embassy Mozambique Public Diplomacy Section (PDS) of the U.S. Department of State is offering funding through its FY25 Small Grants Program. This opportunity is part of its Annual Program Statement (APS), designed to support projects aligned with the U.S. Integrated Country Strategy in Mozambique. The program encourages initiatives that strengthen bilateral relations through cultural exchange, education, entrepreneurship, media collaboration, and community engagement. All proposals must include an American element, which could be a partnership with U.S. institutions, experts, or cultural practices. This APS outlines three submission cycles with respective deadlines on December 31, 2024; March 31, 2025; and June 30, 2025. Review and selection will follow shortly after each cycle closes, with anticipated program start dates varying from March to October 2025 depending on the cycle. The funding instrument type is either a grant or a cooperative agreement, with cooperative agreements involving substantial U.S. Embassy involvement. The expected period of performance is between six to twelve months, and the total funding pool is approximately $250,000, with each award capped at $50,000 and up to five awards anticipated. Eligible applicants include U.S., Mozambican, and international not-for-profit organizations, public and private educational and cultural institutions, individuals, and media outlets. For-profit entities are not eligible. While cost-sharing is not required, applicants must have a Unique Entity Identifier (UEI) and be registered with SAM.gov, except for individuals who are exempt from this requirement. Each organization may only submit one proposal. Applicants are required to submit a detailed application including SF-424 forms, a proposal document up to ten pages, a budget narrative, key personnel CVs, partner letters, and optional summary pages. The proposal must clearly align with priority areas such as education partnerships, English language learning, social impact entrepreneurship, and media ecosystem strengthening. Proposals must also demonstrate sustainability, measurable impact, and a clear connection to U.S. values or entities. Certain activities are ineligible for funding, including political or religious programs, construction, scientific research, and lobbying efforts. All applications must be in English, submitted electronically via www.grants.gov or emailed to maputopdproposals@state.gov. An information session will be held on June 5, 2025, to answer applicant questions. Submissions are reviewed based on the quality of the program idea, organizational capacity, planning effectiveness, budget clarity, monitoring plans, and sustainability. Selected recipients will be notified by email, and awards will be issued by the Grants Officer. Funding will be disbursed via SF-270 requests in multiple installments. Reporting requirements include both financial and programmatic updates throughout the grant period.
