Adult Day Reporting Center Program (DRCE)

The Adult Day Reporting Center (DRCE) Grant Program, administered by the Governor’s Office of Crime Prevention and Policy (GOCPP) in Maryland, is designed to support local jurisdictions in either establishing or maintaining Adult Day Reporting Centers. These centers provide an alternative to incarceration for non-violent individuals under parole, probation, or pretrial supervision. The primary goals of this initiative are to reduce recidivism, decrease jail and prison populations, and lower corrections-related costs while promoting reentry success and public safety through community-based services. The DRCE program reflects the state’s commitment to justice reinvestment strategies, aiming to shift resources from incarceration to more effective and rehabilitative interventions. Adult Day Reporting Centers (ADRCs) are structured, non-residential facilities where individuals live at home but report regularly, often daily, to receive a variety of wraparound services. These services may include case management, substance use treatment and counseling, anger management, cognitive behavioral therapy, peer support, job training, education support, housing assistance, and more. The program targets criminogenic needs like antisocial behavior, substance misuse, employment challenges, and lack of life skills. By addressing the root causes of criminal behavior through evidence-based practices, the DRCE program aims to support long-term rehabilitation, reduce repeat offenses, and contribute to safer communities. The funding opportunity for State Fiscal Year 2027 includes a total of $270,000 to be allocated to up to two grantees. Each award is expected to fall between $135,000 and $270,000. Eligible applicants are limited to local government agencies in Maryland, and only one application per jurisdiction is permitted. There is no cost-share or matching requirement. Grant funds may be used across various budget categories, including personnel, operating expenses, travel, contractual services, equipment (with a unit cost above $10,000), and other relevant expenditures such as program supplies and drug test kits. However, unallowable costs include lobbying, fundraising, alcoholic beverages, bonuses, and other restricted expenses. Applicants must submit their proposals via the Grants Management System (GMS) by April 10, 2026, at 11:59 PM. The application process includes submission of a narrative addressing ten sections (e.g., organizational information, problem statement, project design, goals, data collection plan), a detailed budget and spending plan, and a number of required attachments, including an organizational chart, certifications, and financial documentation. Entities must also comply with federal requirements for Unique Entity Identifiers (UEI) and System for Award Management (SAM.gov) registration. New GMS user IDs must be requested by April 1, 2026. To support applicants, a technical assistance webinar is scheduled for March 17, 2026, from 10:00 to 11:00 a.m. via Google Meet. The program's performance period spans July 1, 2026, through June 30, 2027. Applications will be evaluated based on a weighted scoring rubric, which considers the quality of the organization, the clarity and justification of the problem statement, the strength of the project design, and the alignment of budget items with program goals. Outcome-based performance reporting is required quarterly. The DRCE program is expected to be recurring, with projected NOFA release in February and application deadlines in April of each year.
