The DTO Retail Program, initiated by the Community Redevelopment Agency (CRA) of Downtown Orlando, is designed to revitalize the downtown core by promoting retail activity, reducing vacant properties, and enhancing economic vibrancy. Recognizing retail as a cornerstone of economic development and community engagement, the program seeks to incentivize retail expansion and tenancy in the Downtown Orlando Community Redevelopment Area. The funding provided aims to support tenant improvements and initial rental costs, thereby fostering a competitive edge for downtown locations compared to suburban alternatives. The program is structured to provide matching funds for tenant improvement costs based on investment from property owners, with personal service businesses eligible for up to $150,000 and retail/recreational businesses eligible for up to $100,000. If the building owner does not contribute, the maximum available drops to $75,000. In addition, eligible businesses can receive up to $25,000 in rent reimbursement for the first year, or up to $50,000 if located within designated Focus Areas. Payments for rent reimbursement are made quarterly on a reimbursement basis. Eligible uses of funds include fixed interior improvements such as HVAC, plumbing, ADA compliance, flooring (excluding carpets), signage, lighting, and safety features, among others. Rent costs and common area maintenance fees are also eligible for reimbursement. However, businesses engaged in medical services, adult-oriented activities, nonprofit work, or operating in government-owned properties are not eligible. Franchise businesses receive reduced funding, and at least 51% of a qualifying business’s revenue must come from non-alcohol sales if alcohol is sold on-site. To apply, a pre-application meeting is required followed by the submission of a formal application that includes a Letter of Intent from the landlord, a proposed design and budget, and a business plan. Evaluations consider business viability, operational strength, diversity in business types, and financial capacity. Final funding is contingent upon signing a Funding Agreement and compliance with lease and licensing requirements. All grant awards are disbursed on a reimbursement basis and are subject to inspections and verification processes. The program enforces rigorous oversight including criminal background checks for applicants, verification of city code compliance, and multiple levels of review and documentation. Any significant changes to the project or contractor must be pre-approved. If a grantee vacates the property or changes use within three years, a prorated repayment of funds may be triggered. Defaults lead to a formal recovery process involving a Default Committee and potential legal action. Funding is limited and awarded on a first-come, first-served basis. Applications from previous grantees under the older Retail Stimulus Program are permitted after a three-year waiting period. As indicated in the map on page 7, eligible properties must be located within the designated DTO Retail zones, with additional benefits for those in Focus Areas. The CRA retains the discretion to amend guidelines and reject applications as necessary.
