Grant Description

The Downtown Façade Improvement Grant, administered by the City of Knoxville, Iowa, is a key component of the city's ongoing downtown revitalization strategy. Designed to support the restoration and enhancement of commercial buildings, the program aims to strengthen the historic character of Knoxville’s central business district and neighboring corridors. With its origins in a broader revitalization effort that began in 2022, this grant initiative has evolved to address emerging needs and now supports a larger geographic area, including properties on West Pleasant Street and Lincoln Street. The primary objective of the grant is to assist commercial property owners in improving building façades, thus contributing to an upgraded visual landscape, increased civic pride, and a boost in local economic activity. Through this program, property owners or tenants—when authorized in writing by the property owner—may apply for a matching reimbursement grant. The maximum award is $10,000, with the grant covering up to 50% of eligible improvement costs. Eligible façade improvements include a wide range of exterior renovations: the removal of inappropriate siding materials to reveal original brickwork, repairs to architectural elements like cornices and pediments, stair and ramp repairs, window and door replacements, exterior lighting enhancements, painting, and necessary design or engineering fees. Importantly, the program emphasizes maintaining or restoring original building features where feasible. However, certain costs such as roof repairs, signage, parking lot work, and interior window treatments are excluded from eligibility. The application window for the 2026 cycle opens on March 23, 2026, and closes on May 21, 2026, at 4:30 p.m. Applications can be submitted either in person at City Hall or electronically via email to the Economic Development Director. A $25 application fee is required, payable within five business days if submitted electronically. Applications are reviewed on a rolling basis by a three-member committee composed of city officials and a council-appointed resident. Proposals are evaluated on a matrix that considers building condition, preservation of original features, and the quality and scope of work proposed. Successful applicants must enter into a formal contract with the city and complete all work within one year of signing. Reimbursement is provided after submission of receipts, documentation, and inspection of completed work. The program explicitly disallows reimbursement for previously owned materials or owner-performed labor. For more details, interested parties may contact Christopher Watkins, the City of Knoxville’s Economic Development Director.
