FY25 Community Policing Development: Law Enforcement Products and Resources

Grant Description

The U.S. Department of Justice’s Office of Community Oriented Policing Services (COPS Office) is inviting applications for the FY25 Community Policing Development (CPD): Law Enforcement Products and Resources program. The COPS Office is a component of the Department of Justice that supports innovative, community-based policing strategies aimed at enhancing public safety. This program continues their longstanding commitment to developing and promoting effective policing practices across the country. The purpose of this funding opportunity is to support the creation of law enforcement-related products and resources that are nationally distributable and geared toward improving community policing practices. Funded projects should focus on the development and dissemination of tools, training, or materials that provide guidance on innovative strategies, promising practices, and outcomes that support community safety and trust in law enforcement. Projects should also align with broader public safety goals, such as crime prevention, community engagement, and organizational change in law enforcement practices. The program is structured as a cooperative agreement, meaning substantial involvement from the COPS Office in the execution of the funded projects is expected. Applicants may partner with subrecipients; however, the lead applicant must be the entity responsible for overall program administration and compliance. Applicants should ensure clarity in distinguishing between subrecipient arrangements and procurement contracts, following 2 C.F.R. § 200.331 guidance. Entities eligible to apply include nonprofit organizations, for-profit (commercial) organizations, institutions of higher education, community and faith-based organizations, and other community groups. State and local governmental entities are also eligible but must comply with federal statutes regarding immigration status information sharing under 8 U.S.C. §1373. Detailed eligibility requirements and distinctions can be found in the appendices of the FY25 Resource Guide for Community Policing Advancement Programs. The total estimated funding for this program is $8,000,000, with up to 16 awards anticipated. Awards will range up to $500,000, with no required minimum amount or cost-sharing match. All applications must be submitted through both Grants.gov and the Justice Grants System (JustGrants).
