The FY2025 Historic Preservation Fund - Annual State Historic Preservation Office Grants, issued under funding opportunity number P25AS00488, is a federally supported initiative administered by the National Park Service (NPS). This program operates under the legislative authority of 54 U.S.C. 3001 et seq., also known as the National Historic Preservation Act (NHPA). It is designed to provide annual matching grants to State Historic Preservation Offices (SHPOs) across all U.S. states, territories, and Freely Associated States. The primary goal of this program is to advance the preservation, evaluation, and recognition of historic properties through a variety of eligible activities defined by federal law. These grants aim to fund core activities of SHPOs, including surveying and documenting historic resources, engaging in planning activities, providing technical assistance, facilitating nominations to the National Register of Historic Places, supporting Certified Local Governments (CLGs), and ensuring compliance with federal historic preservation requirements. Emphasis is placed on supporting activities that contribute to the celebration of America250, such as rehabilitation, interpretation, and engagement initiatives. Federal tax incentives for historic preservation and subgranting to CLGs are also included among eligible uses. The program mandates a cost share of at least 40% of the total project cost, which must come from non-federal sources. This can be provided in the form of cash, in-kind services, or materials. However, some insular areas and territories are exempt from this match requirement. Awards under this program are formula-based rather than competitive, and the application review process includes eligibility, budgetary, and risk assessments. Administrative costs, including grant management, must not exceed 25% of the total award, a limit established by statute. Eligible applicants are limited to State governments as defined under 54 U.S.C. 3001 et seq., including the 50 states, District of Columbia, five U.S. territories, and three Freely Associated States. The Ohio History Connection, a 501(c)(3) nonprofit, is the only eligible nonprofit due to its unique designation as Ohio’s SHPO. All applicants must be registered in SAM.gov and obtain a Unique Entity Identifier (UEI). Applications must be submitted electronically via Grants.gov, and applicants should also complete related forms and summaries through HPF Online. Applications for the FY2025 cycle must be submitted no later than August 29, 2025, at 11:59 PM ET. Anticipated project start and end dates are September 1, 2025, and September 30, 2027, respectively. Pre-award costs are allowable back to October 1, 2024, but any activities commenced before the official Notice of Award are undertaken at the applicant’s risk. Applicants are advised to adhere to all relevant executive and departmental orders, including those concerning DEI and historical interpretation.
