Grant Description

The Fiscal Year 2025 Homeland Security Grant Program (HSGP) is administered by the U.S. Department of Homeland Security (DHS) through its Federal Emergency Management Agency (FEMA). HSGP is a critical component of the national preparedness architecture, designed to strengthen the capacity of state, local, tribal, and territorial (SLTT) governments to prevent, prepare for, protect against, and respond to acts of terrorism and other catastrophic incidents. The program includes three distinct but interrelated components: the State Homeland Security Program (SHSP), the Urban Area Security Initiative (UASI), and Operation Stonegarden (OPSG). Each has unique eligibility requirements and focus areas, but all are coordinated under the broader goal of national security resilience. SHSP supports the implementation of risk-driven, capabilities-based State Homeland Security Strategies. These investments are aimed at addressing identified capability gaps, particularly those highlighted through Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR) processes. UASI is designed to enhance security and resilience in designated high-risk urban areas, focusing on interagency coordination and critical infrastructure protection. OPSG, in contrast, seeks to bolster coordination and cooperation among various law enforcement agencies, especially in jurisdictions bordering Canada, Mexico, or international waters, to enhance border security operations. In FY 2025, HSGP will make approximately $1.008 billion available through 56 anticipated awards, including SHSP awards ranging from $997,200 to over $61 million, UASI awards from about $3 million to over $92 million, and OPSG awards up to $33.7 million. Funds may be used for planning, organization, equipment, training, and exercises. Recipients must align investments with national priority areas (NPAs), including Enhancing Election Security (minimum 3% of funding) and Supporting Border Crisis Response and Enforcement (minimum 10%). At least 35% of HSGP funding must support Law Enforcement Terrorism Prevention Activities (LETPA). Additionally, applicants must comply with requirements related to indirect costs, pre-award cost approval, environmental and historic preservation, and financial reporting. Only State Administrative Agencies (SAAs) are eligible to apply directly to FEMA for HSGP funds. Tribal governments are not eligible direct applicants but may receive funding as subrecipients through their respective SAAs. Local and regional subrecipients may be awarded funds based on eligibility criteria specified for each HSGP component. OPSG subrecipients must have active coordination with U.S. Border Patrol operations. All applicants must comply with DHS’s directives and legal requirements, including immigration-related terms and cybersecurity protections. There are no cost-sharing or matching requirements for this funding opportunity. Applications must be submitted through the FEMA GO system and include required forms such as SF-424, SF-424A or C, SF-LLL, and supporting documents like Investment Justifications (IJ), detailed budgets, and Senior Advisory Committee charters. SHSP and UASI applicants must also submit at least one project supporting designated fusion centers. FEMA will evaluate applications based on alignment with core capabilities, feasibility, anticipated impact, and compliance with NPA and LETPA requirements. If minimum allocations for NPAs or LETPA are not met, up to 30% of funds may be placed on hold pending resolution. The application period for FY 2025 HSGP opens on July 28, 2025, at 4:00 PM ET and closes on August 15, 2025, at 5:00 PM ET. Awards are expected to be selected by August 23, 2025, with formal award notifications issued no later than September 30, 2025.
