Grant Description

The “Ending the Hepatitis C Epidemic Utilizing Community Mobilization” grant is administered by the New York State Department of Health (NYSDOH), specifically through the AIDS Institute's Division of HIV and Hepatitis Health Care and the Bureau of Hepatitis Health Care and Epidemiology, in collaboration with Health Research, Inc. This funding opportunity represents a resolicitation of a previous initiative (RFA #20309, Component A) aimed at leveraging community mobilization to address the Hepatitis C epidemic. This initiative is designed to support community-based strategies that raise awareness, increase screening, and improve access to treatment for Hepatitis C Virus (HCV) among New York State’s most affected populations. The purpose of the program is to strengthen the public health response through evidence-informed interventions that engage local communities in ending the HCV epidemic. Community mobilization is central to the approach, encouraging the participation of people with lived experience and ensuring that services are delivered in culturally competent and accessible ways. Applications must be submitted online through the New York State Statewide Financial System (SFS). Potential applicants are required to search and respond to the bid event through the Grant Management interface in SFS, using identifiers such as the funding agency code (DOH01) or the specific grant opportunity name. Only users with the appropriate roles (Bid Response Initiator and Bid Response Submitter) can engage in the application process. Not-for-profit organizations must maintain prequalified status to be eligible, including keeping critical financial documentation current and approved. The timeline for the application process begins with the release of the RFA on May 6, 2025. Questions must be submitted by May 20, 2025, at 4:00 PM ET. Responses to these questions will be posted around June 6, 2025. The final application submission is due by June 24, 2025, at 4:00 PM ET. Applicants are strongly advised to submit at least 48 hours before the deadline to accommodate any technical issues. Applicants are encouraged to refer to training resources available on the Statewide Financial System website, including the Vendor User Guide and live webinar sessions. These materials guide applicants through the bid response process and help ensure compliance with application requirements, such as document naming conventions and file size restrictions. For questions related to the grant, the contact person is Colleen Flanigan, RN, MS, at the NYSDOH AIDS Institute. She can be reached via email at hepatabc@health.ny.gov. Her office is responsible for managing inquiries and ensuring the successful administration of this funding opportunity.
