Eligible applicants include a wide array of public and private entities, such as U.S. and foreign governmental units, educational institutions, nonprofit and for-profit organizations, and tribal governments. Specifically, eligibility encompasses state, county, and city governments, Native American tribal governments and organizations, independent school districts, public and private institutions of higher education, public housing authorities, special district governments, and nonprofit organizations with or without 501(c)(3) status. For-profit organizations, including small businesses, are also eligible. Applicants should demonstrate proven experience in international public health programming, especially in HIV/AIDS service delivery and systems strengthening in resource-limited settings. The forecast indicates an estimated posting date of December 2, 2025, with applications due by February 17, 2026. The anticipated award date is September 30, 2026, with project implementation expected to begin immediately thereafter.
